When you are getting into recycling, you <br />have to be careful about what goes into the air. Mr. Heinen inquired as to what hours of operation <br />Mr. Rychner is proposing. <br /> <br />Mr. Rychner stated that he would most likely be operating Monday through Saturday, noting that <br />his type of facility is a low noise generator. <br /> <br />John Heinen inquired if Mr. Rychner would be accepting batteries at his recycling center. <br /> <br />Mr. Rychner replied that he is listed with the County as accepting some of those items, but he is <br />anticipating not continuing to accept some items because of his space limitation. <br /> <br />LiIlianna Heinen inquired if Mr. Rychner's facility is open to inspection by residents without <br />notice. <br /> <br />Mr. Rychner stated that his facility is open to the public, but he would prefer that the public does <br />not enter the operations area unesconed. <br /> <br />John Heinen inquired if the proposed use would devalue his property. <br /> <br />Mr. Rychner stated that he is proposing to install fencing, paving and trees. <br /> <br />Mr. Dan Karst stated that he is a competitor in the same business and he has a lot of overhead. Mr. <br />Rychner is proposing to develop his facility with a simple canopy over the furnace, where his <br />fumace~ is totally enclosed. Mr. Karst also noted that the facility where transmission dismanfling is <br />to take place must have sloped cement floors and flammable waste traps. <br /> <br />Chairman Zimmerman agreed that Mr. Rychner's facility should be subject to the same <br />performance standards. <br /> <br />Mr. Karst noted that he has invested a lot of money into his property and inquired as to how the <br />City would tax a canopy over a furnace. <br /> <br />Mr. Otto replied that it was Mr. Karst's proposal to place his furnace in a cement block building <br />and the City reacted to that proposal. <br /> <br />Mr. Rychner is proposing to have a furnace only protected by a canopy and the City is reacting to <br />that proposal. <br /> <br />Lillianna Heinen stated that all fumes from Mr. Rychner's operation will affect Hunter's Hill <br />because Hunter's Hill is east of the proposed facility. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to adjourn the public <br />hearing. <br /> <br />Motion carried.
