MEMO

TO:

FROM:

DATE:

RE:

Sandra Ashley, Finance Director

Merland Otto

January 4, 1991

MC's Draft Solid Waste Management Plan

I recently received a copy of MC's draft Solid Waste Management
Plan which has a direct bearing on the candidate landfill site
selection process, ancillary uses which would be allowed in the
buffer area and local zoning override provisions pertaining to
solid waste facilities.

Public hearings on the proposed draft plan will be held January 16
and 17 with written comments due by February 1, 1991.

The City has been actively opposing Site P in the recent past as
well as working with the review agencies and legislature to promote
and/or protect its interests. Former Mayor Reimann and
Councilmember DeLuca served as an informal committee with the City
Administrator and City Attorney and myself to review landfill
related issues and determine strategy in dealing with new landfill
related issues. We, thus, thought it appropriate to bring this to
your attention and seek direction from the new Council to determine
whether:

The Council wishes to continue having us work on the solid
waste issues relating to Site P.

The Council wishes to appoint a Council member(s) to work with
staff on these issues.

Attached are samples of relevant local issues.
