I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />i <br />! <br />I <br />I <br />I <br /> <br />CASE <br /> <br />WAIVING OF HEALTH AND LIFE INSURANCE AND <br /> MEDICAL REIMBURSEMENT ALLOWANCE FOR · <br /> RAMSEY CITY COUNCILMEMBERS FOR 1991 <br /> By: Kay McAIoney, Personnel Coordinator <br /> <br />Background: <br /> <br />At the Personnel Committee meeting on November 8, 1990 there Was a question raised as to <br />whether or not the health and life insurance benefits for the City of Rarnsey Councilmembers <br />would be terminated. Councilmembers stated that they would like a case on the agenda at the fwst <br />meeting in January of 1991 to determine whether or not the City Council desires health and life <br />insurance benefits. <br /> <br />On November 17, 1987 the Ramsey City Council passed a resolution to enter into the joint power <br />agreement with LOGIS for 1988 health insurance. Ramsey City Councilmembers and full-time <br />regular staff have been members of the LOGIS plan since 1988. Under the eligibility requirements <br />of the LOGIS plan, the provider for the plan in which the employees of the City of Ramsey have <br />their health and life insurance coverage provides that the Council and Mayor do not have to accept <br />health and life insurance benefits; however, all five members of the Council must either all have the <br />coverage or all waive the coverage. The Policies and Procedures for LOGIS states that "Elected <br />officials of any Member (the City of Ramsey) are not to be considered eligible for participation <br />unless the Member has petitioned for and received approval through the LOGIS Health Care and <br />Life Insurance Committee, and only if such arrangements are acceptable to the health care/life <br />insurance providers/carriers." <br /> <br />Should the Ramsey City Council and Mayor choose to waive health and life insurance, we only <br />need to notify LOGIS and the health care providers. If the Ramsey City Council and Mayor would <br />like to participate during an open enrollment period in future years, we would then need to petition <br />for and receive approval through the LOGIS Health Care and Life Insurance Committee. Again, <br />all five members would be required to join. If for some reason the Committee chose not to admit <br />one or more of the five member Council, the Council would not be allowed to participate. If the <br />City Council chooses to reinstate at some time in the future, it would appear that, based on <br />Minnesota State Statute and Ramsey City Code, it could not be effective until after the next <br />election. <br /> <br />The City Attorney has been asked to research this issue and respond at the meeting. <br /> <br />Council Action: <br /> <br />Motion to approve/not approve Resolution #91-01- waiving health and life insurance and <br />medical reimbursement allowance for Ramsey City Councilmembers. <br /> <br />Review Checklist: <br /> <br />Personnel Coordinator <br /> <br />CC: 1/8/91 <br /> <br /> <br />
