At this time, the developer wishes to receive final plat approval for the <br />Northfork Links Subdivision which is a portion of the aforementioned Northfork 5th Addition <br />Subdivision. Northfork Links contains 13 residential lots fronting on Andrie Street N.W. which is <br />an existing and improved street. Five additional lots are also being platted which include: Lot 1 of <br />Block 1, Lot 1 of Block 2, Lot 10 of Block 3, Lot 5 of Block 4, and Lot 1 of Block 6. These five <br />lots are to be developed as an 18-hole golf course. The lots which are being platted as Northfork <br />Links conform exactly to those previously identified and approved in the Northfork 5th Addition <br />Subdivision. I have reviewed the proposed plat along with a 12osheet set of plans prepared under <br />the seal of Ralph Wagner, P.E., and offer the following comments: <br /> <br />1) <br /> <br />Drainage: A drainage analysis for the area encompassing Northfork 5th Addition <br />has been prepared by Probe Engineering, Inc. which consists of computer analysis <br />for five year, ten year and one hundred year storm events. As a result of these <br />calculations, I have concluded that no existing or future streets will be flooded from <br />a 100 -year storm event and no residential property will be inundated as a result of a <br />10-year storm event. Furthermore, only two future residential lots will be <br />inundated to any degree by a 100-year storm and the degree of flooding will be <br />confined to an area less than 10% of the property along the rear lot lines. With the <br />exception of a single area on the southern end of the plat, all surface drainage will <br />be contained within the plat itself. The aforementioned area which drains off-site is <br />discharged through an 8.5 by 14' railroad underpass located approximately 2/3 of a <br />mile southeast of the railroad tracks intersection with 153rd Avenue N.W. From <br />the railroad culvert, the flow is transmitted across Highway 4410 to a highway ditch <br />via a 24" concrete pipe. This outfall system will receive no discharge from the <br />development for up to a five year storm event and will have a discharge of 0.5 csf <br />during a ten year storm event which represents a small fraction of the pipe's <br />capacity. <br /> <br />2) <br /> <br />Grading: The plans contain building pad elevations for 13 platted residential lots. <br />The grades submitted are acceptable and will provide a minimum r/se of 1.5' above <br />the road while maintaining driveway grades of less than 10%. The plan also <br /> <br /> <br />
