CASE <br /> <br />CONTRIBUTION TO THE FIRE FIGHTERS' RELIEF ASSOCIATION <br /> By Sandra Ashley, Finance Officer <br /> <br />#5 <br /> <br />Background: <br /> <br />At the Council workshop on January 12, 1991, the topic of the Fire Fighters' Relief Association's request <br />for a City contribution in the amount of $17,500 was discussed. Due to budgetary constraints, the <br />Council discussed the possibility of a contribution in a future year. Councilmember Beyer suggested the <br />City might consider a special levy for same - perhaps a levy for 1991 payable in 1992. <br /> <br />I have reviewed the various levy authorizations and limitations provided by Statute and discussed same <br />with staff from the Local Government Services Division of the Department of Revenue. If the intention is <br />to levy outside of the levy limit, the only levy identified as available to the City would be for unfunded, <br />accrued liability such as might be incurred in a Fire Fighters' Relief Association Defined Pension Plan. As <br />the City's Fire Fighters are suggesting a "Piece-of-the-Pie" plan, the City would not incur an unfunded <br />liability in any year. Currently, our City does levy for fire services as part of the General Levy for <br />General Fund Operations. This levy is subject to the levy limit. <br /> <br />Thc individual that regularly works with levy authorizations and limitations for the Department of <br />Revenue was out of town, but will be calling me back before the City Council meeting. If any new or <br />different information results from this conversation, I will report on it at the Council meeting. <br /> <br />Councilmember Hardin asked what the contribution amount would be based upon contributions per capita <br />of $.25, $.50 and $.75 As we are forecasting a future year, and for estimating purposes, I have used a <br />population of 13,000. <br /> <br />.7;5 <br /> <br />Total City contribution- <br />13,000 population <br /> <br />$3,250 $6,500 $9,750 <br /> <br />Contribution per firefighter: <br /> 25 (current staff) $130 $260 $390 <br /> 36 (future staff) $90 $180' $270 <br /> <br />Observation: <br /> <br />If the Council would find it helpful, we could determine the future value in benefits for City contributions <br />at varying levels and staffing size. <br /> <br />Council Action: <br /> <br />Based on discussion. <br /> <br />Review Checklist: <br /> <br />Finance Officer <br />Fire Chief <br />City Auomey <br /> <br />CC: 1/22/91 <br /> <br /> <br />
