<br />Linda Kadlec currently works with the City of Champlin as
<br />an~mal contr,",l officer. Over the years she has worked for
<br />various cc, mmunities in this capacity, generally as her own
<br />contractor. I understand that'she is efficient but I have
<br />concerns abc, ut stability. Champlin PD told me that her
<br />current impound facility, in Corcoran, is going out of city
<br />impound business as of January 1, 1991. Therefore, even
<br />though Ms Kadlec has submitted a draft contract I haven't
<br />included any figures since they would have little validity.

<br />This proposal is being worked on currently by the city of
<br />Blaine in response to, the large increase from the Greater
<br />Anoka []o,.~nty Humane Society to which Blaine now contracts.
<br />A number of Anc, ka C,",unty communities have attended three
<br />meetings to date and there has been determined a draft
<br />capital expenditures/budget figure.

<br />The cost of the building would be, at todays costs $669,0r~0.
<br />This is a 5,0~]0 square f,z, ot building cc, nstructed specifically
<br />as an animal impoundment facility. The annual bond payment
<br />is sl-,c, wn as $95,000 based on 7% for 10 years. ' The revenue is
<br />approximated to be $31,700 the first year based on 2,200
<br />animals being reclaimed. The operating expenses are
<br />estimated at $119.687 and, after the above revenue figure is
<br />subtracted, $87,987. Add to that the bond payment for a
<br />total of $182,987 per year.
<br />This comes out to be, considering a projectic, n c,f 2,200
<br />animals, $83 per animal. Using the figure of 106 unclaimed
<br />animals I used for other contractors this totals to
<br />$8,798 'for Ramsey. It is not likely however that, at least
<br />for the first 10 years that the costs would be based on per
<br />animal. The cost sharing has not been determined yet.
