If we can speculate that <br />we wc, uld at least want tc, cover ~the same pickup hc, urs now <br />available through the Humane Society, we would need 52.5 hrs. <br />of available CSO time. At 10 dollars per hour (includes <br />benefits and any other costs fc, r the persc, ns-possibly even <br />equipment amortizatic, n--) this comes to $27,300 per year. <br />The Coon Rapids chief and c, thers tell me that about 25% of <br />the CSO's time is taken up in animal control. The principle needs for <br />this type of building are: proper floor drain system for <br />cleaning, efgicient air exchange and acc, ustics. As a very <br />rough estimate I have used Blaine's figures for their <br />propnsal to determine a square foot cost. This includes then <br />the building, site corrections, fee (arcPitects,etc.) <br />Bonding/legal, building equipment (xerox, desks, etc.) and a <br />3% contingency. Applying the resulting $120 per square foot <br />to a prnposed 1000 square ~o,:.-,t building tl-,e ~.'c, st would be <br />$120,000. This dc, es not inc:lude the land, which perhaps the <br />city may already own. <br /> <br />In my opinion thi.s would be the best way tc, go with an animal <br />cc, ntrc, 1 effort fc, r Ramsey since it would obvic, usly be very <br />stable, we could contrc, 1 the efficiency and level of animal <br />enf,'.:,rcement, the citizens would have a wider range of animal <br />c,::,ntrc, 1 services.
