costs would drop greatly and would be stable. Over the past
20 years I have seen a wide variety of private firms doing
animal control and most of them have been haphazard and short
1 ired.

[~bviously the cost factor in getting this plan started and
fc, r the first 10 years is a disadvantage, especially nc, w in
a time of tight budgets. If a per capita figure is used and
applied to the $182,987 Ramsey would pay .just over $12,000
per year.
Because there is no pickup service with this plan Ramsey
wc, uld have to initiate a CSO plan. If we can speculate that
we wc, uld at least want tc, cover ~the same pickup hc, urs now
available through the Humane Society, we would need 52.5 hrs.
of available CSO time. At 10 dollars per hour (includes
benefits and any other costs fc, r the persc, ns-possibly even
equipment amortizatic, n--) this comes to $27,300 per year.
The Coon Rapids chief and c, thers tell me that about 25% of
the CSO's time is taken up in animal control. This results
then in a figure of $8,825 per year for CSO services.
This would require the construction of a building especially
for an animal impc, undment faEility. The principle needs for
this type of building are: proper floor drain system for
cleaning, efgicient air exchange and acc, ustics. As a very
rough estimate I have used Blaine's figures for their
propnsal to determine a square foot cost. This includes then
the building, site corrections, fee (arcPitects, etc.)
Bonding/legal, building equipment (xerox, desks, etc.) and a
3% contingency. Applying the resulting $120 per square foot
to a prnposed 1000 square ~o,:.-,t building tl-,e ~.'c, st would be
$120,000. This dc, es not inc:lude the land, which perhaps the
city may already own.

In my opinion thi.s would be the best way tc, go with an animal
cc, ntrc, 1 effort fc, r Ramsey since it would obvic, usly be very
stable, we could contrc, 1 the efficiency and level of animal
enf,'.:,rcement, the citizens would have a wider range of animal
c,::,ntrc, 1 services. The same thing, virtually, could also be
had with CSO's and an outside impoundment contractor however
except for the stability.
