CASE <br /> <br />FISHING PIER IN RIVER'S BEND PARK <br /> By: Sandra Ashley, Finance Officer <br /> <br />Background: <br /> <br />On February 26, 1990 Council adopted Resolution #90-02-58 which directed staff to submit an application for a <br />Cooperative Opportunities For Resource Enhancement (C.O.R.E.) grant for construction and installation of a <br />fishing pier in River's Bend Park. This resolution further authorized the City's expenditure for the community <br />cost share portion in the amount of $2,000.00. Funding for this expenditure was specified as coming from the <br />City's Park Trust Fund. <br /> <br />On August 7, 1990 the Minnesota Department of Natural Resources notified the City that funds were appropriated <br />from the 1991 Fisheries budget for the City's fishing pier proposal on the Rum River. It is anticipated the pier will <br />be installed in the spring of this year. <br /> <br />On January 11,1991 the original Agreement between the State of Minnesota and the City of Ramsey was received <br />at Hakanson Anderson Associates, Inc. The City Attorney reviewed the agreement and it has been signed by the <br />City and was returned for State approval on January 22, 1991. <br /> <br />Observations: <br /> <br />It is important to note this Agreement does not require a community cost share expenditure by the City; therefore, <br />the $2,000.00 previously designated for same in the Park Trust Fund should now be undesignated. In addition, <br />while the State is responsible for the installation of the fishing pier structure itself and future major structure <br />improvements or repairs, the City is responsible for providing a concrete footing and approach, a handicap <br />accessible sidewalk, operation of the pier, all necessary minor repairs and other routine maintenance service. <br /> <br />The sidewalk is in and the footing will be installed this spring. Funding for these capital expenditures is provided <br />by Community Development Block Grant (CDBG) Funds. No specific dollars were set aside in the 1991 budget <br />for general operation costs of the pier; however, at this time it appears these costs will primarily be personal <br />service costs for additional time allocated to parks. <br /> <br />A copy of this agreement has been given to the Public Works Supervisor for his planning purposes. <br /> <br />Council Action: <br /> <br />Motion to adopt/not adopt Resolution #91-02-__ Un-designating Park Trust Funds. <br /> <br />Review Checklist: <br /> <br />Acting City Administrator/Finance Officer <br />City Attorney <br />City Engineer <br />Public Works Supervisor <br />Zoning Administrator <br /> <br />CC: 02/12/91 <br /> <br /> <br />
