CASE # 10

AUTItORIZATION TO PURCHASE PUMPER FOR FIRE DEPARTMENT
By: David Griffin, Fire Chief

Background:

One (1) additional pumper was funded in the amount of $40,000.00 in the 1991
budget. The purchase of this pumper is essential for mutual aid support from
the surrounding Anoka County and Elk River Fire Departments.

The Fire Department has located a 1971 International Harvester 750 gpm
pumper with a 750 gallon water tank that is available from General Safety
Equipment Corporation for the price of $37,000.00. This pumper will need to be
equipped with hoses at an approximate cost of $3,000.00 Therefore, the total
cost of the pumper will be $40,000.00.

It should be noted that with the formation of the Ramsey Volunteer Fire
Department, Five Hundred Thousand and No/100 Dollars ($500,000.00) was
allocated for start-up costs; the Landfill Expendable Trust fund was designated
as the funding source. As of this writing a total of $494,251 has been committed
or expended from this allocation; the 1991 budget (including the pumper) is
included in this total.

On February 20, 1991 the Fire Board reviewed the request to proceed with the
pumper purchase.

Observations:

Mutual aid is dependent upon the ability to reciprocate the services and
equipment from one department to another. Without this additional pumper,
the City of Ramsey's Volunteer Fire Department will not be able to effectively
reciprocate services and equipment with the surrounding Anoka County and Elk
River Fire Departments.

Recommendation:

The Fire Board recommends council approve the purchase of this used pumper
and hoses for a total cost not to exceed $40,000.00

Council Action:

Motion to approve/no~ approve Resolution #91-02-___ Authorizing the
purchase of a used pumper and hoses in an amount not to exceed Forty
Thousand and No/100 Dollars ($40,000.00)
