Exceptions to the open meeting law include the following: strategy <br />for labor negotiations or discussion of labor negotiation <br />proposals, attorney/client meetings concerning pending or <br />threatened litigation, meetings to consider possible disciplinary <br />proceedings against an employee (only when certain approvals are <br />obtained and collective bargaining sessions with union <br />representatives when authorized by the director of mediation <br />services). <br /> <br />The open meeting law also requires that proper notice of a public <br />meeting be given. This notice includes the following: <br /> <br />Reqular Meetings: <br /> <br />A schedule of the regular meetings of the City Council, <br />Planning Commission, and other boards or committees must be <br />kept on file at the city Hall. Posting a regular meetings <br />schedule at the City Hall constitutes compliance° Any meeting <br />schedule must be treated as a special meeting° <br /> <br />.SDecial Meetings: <br /> <br />Written notice of the date, time, place, and purpose of the <br />meeting must be posted on the principal bulletin board of the <br />City Council, or, if none, on the door of the City Hallo The <br />notice must also be mailed or otherwise delivered to each <br />person who has filed a written request for notice of special <br />meetings. Posting and mailing or other delivery must occur <br />at least three days before the date of the meeting. As an <br />alternative to mailing or other delivery of the notice, it may <br />be published once, at least three days before the meeting, in <br />the City's official newspaper° <br /> <br />Emergency Meetings: <br /> <br />Good faith efforts must be made to provide notice to each news <br />medium that has filed a written request for notice or by <br />telephone if necessary as soon as is reasonably practicable. <br />Notice of the meeting must be given to the members of the <br />Council or committee by telephone or any other means necessary <br />to notify the members. The notice must include the subject <br />of the meeting.
