Exceptions to the open meeting law include the following: strategy for labor negotiations or discussion of labor negotiation proposals, attorney/client meetings concerning pending or threatened litigation, meetings to consider possible disciplinary proceedings against an employee (only when certain approvals are obtained and collective bargaining sessions with union representatives when authorized by the director of mediation services). The open meeting law also requires that proper notice of a public meeting be given. This notice includes the following: Reqular Meetings: A schedule of the regular meetings of the City Council, Planning Commission, and other boards or committees must be kept on file at the city Hall. Posting a regular meetings schedule at the City Hall constitutes compliance° Any meeting schedule must be treated as a special meeting° .SDecial Meetings: Written notice of the date, time, place, and purpose of the meeting must be posted on the principal bulletin board of the City Council, or, if none, on the door of the City Hallo The notice must also be mailed or otherwise delivered to each person who has filed a written request for notice of special meetings. Posting and mailing or other delivery must occur at least three days before the date of the meeting. As an alternative to mailing or other delivery of the notice, it may be published once, at least three days before the meeting, in the City's official newspaper° Emergency Meetings: Good faith efforts must be made to provide notice to each news medium that has filed a written request for notice or by telephone if necessary as soon as is reasonably practicable. Notice of the meeting must be given to the members of the Council or committee by telephone or any other means necessary to notify the members. The notice must include the subject of the meeting. Posted or published notice is not necessary. An emergency meeting is any special meeting called because of circumstances that, in the judgment of the Council or committee, require immediate consideration° I I I ! I I I I I I ! I I I I I I, I I
