CASE <br /> <br />CONSIDER RESOLUTION OPPOSING CONSTRUCTION OF <br />T.H. 610/T.H. 10 AS A TOLL ROAD <br /> By: City Engineer Steven J. Jankowski <br /> <br />Background: <br /> <br />The City of Ramsey is a member of the North Metro Mayor's Association whose purpose it is to <br />promote causes to benefit to all North Metro communities. Recently, the Association called upon <br />its member corpmunities to take emergency action in opposing Minnesota Toll Road Authority, <br />Inc. from advancing their proposal to construct T.H. 610/T.H. 10 as a toll road. The Toll Road <br />Authority has hired lobbyists who have been in contact with State Legislators and members of <br />Congress, as well as State and Federal transportation officials regarding this issue. <br /> <br />The position of the North Metro Mayor's Association is that both projects currently have been <br />identifiec~ as high priorities. Funding for the Highway #10 construction has been committed for <br />1992. A~lditionally, major elements, including environmental impact statements, right-of-way <br />acquisition and design of both these projects have already been paid for with public dollars. <br />Although the Toll Road Association proposal may bring this project to reality within a shorter time <br />frame, it is the North Metro Mayor's Association's position that it skims the cream off an already <br />in-place and programmed highway project. <br /> <br />I have spoken to County Engineer, Paul Ruud on this issue and he indicates the County is actively <br />opposing the Toll Road Association proposal. <br /> <br />Recommendation: <br /> <br />It is my recommendation that we pass the attached resolution opposing the construction of T.H. <br />610/T.H. 10 as a toll road, and that this resolution be circulated to our State Legislators. <br /> <br />Review Checklist <br /> <br />City Engineer <br /> <br />CC:3-13-91 <br /> <br /> <br />
