29. Scope and Conduct of Operations. The operations permitted by this CUP may be performed on the Subject Property in conformance with existing statutory and regulatory authority and requirements of the City, Anoka County, Minnesota ("County"), and the Minnesota Pollution Control Agency ("MPCA"). 30. Furna. ces. This permit shall be issued allowing for the use of two melt furnaces as described by the Applicant in the CUP application support information submitted February 22, 1991. An increase in furnace capacity orathird melt furnace shall not be added to the operation without application and approval of a new CUP. 31. Site Conditions. The Permit Holder shall regularly police the area open to the public so as to keep it in a neat, orderly, sanitary and aesthetic condition at all times. 32. Site Security. The Permit Holder shall erect a security gate and restrict access to the site after business hours to minimize the occurrence of unauthorized drop off of waste materials. 33. Restricted Materials. No waste materials shall be stored on the site which are not utilized in the aluminum processing operation or properly identified as materials incidental to the processing operation. Such materials are limited to aluminum, brass, copper, stainless steel and other non-hazardous metals. 34. Fire Extinguishers. The Permit Holder shall at all times have a sufficient supply of fire extinguishers located throughout the operation in conformance with the Uniform Fire Code. 35. Fire Lanes. The Permit Holder shall properly construct and maintain all season paved fire lanes or properly pave and maintain drives and clearances to serve as fire lanes from the street side of the property to the back of the property. 36. Contingency Action Plan. The Owner or operator must prepare and maintain a contingency action plan for the aluminum processing facility. The plan must discuss what specific actions will be taken if a fire, spill or release occurs at the facility and what back-up system exists if portions of the facility are closed for any period of time. The plan must also identify a responsible contact person or persons for the facility who could be reached 24 hours a day in the event of a fire, spill, release or other serious problems along with their home addresses and phone numbers.
