29. <br /> <br />Scope and Conduct of Operations. The operations permitted by this CUP may <br />be performed on the Subject Property in conformance with existing statutory <br />and regulatory authority and requirements of the City, Anoka County, <br />Minnesota ("County"), and the Minnesota Pollution Control Agency ("MPCA"). <br /> <br />30. <br /> <br />Furna. ces. This permit shall be issued allowing for the use of two melt furnaces <br />as described by the Applicant in the CUP application support information <br />submitted February 22, 1991. An increase in furnace capacity orathird melt <br />furnace shall not be added to the operation without application and approval of <br />a new CUP. <br /> <br />31. <br /> <br />Site Conditions. The Permit Holder shall regularly police the area open to the <br />public so as to keep it in a neat, orderly, sanitary and aesthetic condition at all <br />times. <br /> <br />32. <br /> <br />Site Security. The Permit Holder shall erect a security gate and restrict access <br />to the site after business hours to minimize the occurrence of unauthorized drop <br />off of waste materials. <br /> <br />33. <br /> <br />Restricted Materials. No waste materials shall be stored on the site which are <br />not utilized in the aluminum processing operation or properly identified as <br />materials incidental to the processing operation. Such materials are limited to <br />aluminum, brass, copper, stainless steel and other non-hazardous metals. <br /> <br />34. <br /> <br />Fire Extinguishers. The Permit Holder shall at all times have a sufficient supply <br />of fire extinguishers located throughout the operation in conformance with the <br />Uniform Fire Code. <br /> <br />35. <br /> <br />Fire Lanes. The Permit Holder shall properly construct and maintain all season <br />paved fire lanes or properly pave and maintain drives and clearances to serve <br />as fire lanes from the street side of the property to the back of the property. <br /> <br />36. <br /> <br />Contingency Action Plan. The Owner or operator must prepare and maintain <br />a contingency action plan for the aluminum processing facility. The plan must <br />discuss what specific actions will be taken if a fire, spill or release occurs at the <br />facility and what back-up system exists if portions of the facility are closed for <br />any period of time. The plan must also identify a responsible contact person <br />or persons for the facility who could be reached 24 hours a day in the event of <br />a fire, spill, release or other serious problems along with their home addresses <br />and phone numbers. <br /> <br /> <br />
