CASE #: <br /> <br />COMPREHENSIVE SEWER PLAN UPDATE <br />By: City Engineer Steve Jankowski <br /> <br />Background: <br /> <br />On July 13, 1990, Metropolitan Council approved expansion of the MUSA by 200 acres and <br />granted conditional approval for an additional 205 acres. <br /> <br />The conditional approval required Metropolitan Council review and approval of three city policy <br />issues. These are related to rural residential development density, to prohibition of on-site sewer <br />systems in the MUSA area and mandatory connection in the municipal sewer systems when service <br />is available. These requirements were immediately met by City resolution and have subsequently <br />been implemented by adoption of City ordinances. <br /> <br />The Metropolitan Council review included a number of "requests" that, while not conditions of <br />approval, were identified as desirable comprehensive plan amendments. The requests included an <br />update of the system plan information for the comprehensive sewer plan. This includes more <br />detailed information referred to as Tier 1I studies. <br /> <br />The key elements of this system plan update are: <br /> <br />2. <br />3. <br />4. <br /> <br />It provides detailed sizing information for all trunk sewer <br />community's ultimate sewered development <br />It can be readily and easily revised to reflect future development. <br />It presents the costs associated with extension of the trunk system. <br />It provides a review of trunk charges. <br /> <br />facilities based on the <br /> <br />Observations: <br /> <br />Upon approval by the City, the plan will be submitted for MC and MWCC review and comment. <br /> <br />Recommendation: <br /> <br />Council should approve submittal of the comprehensive plan amendment to MC and MWCC. <br /> <br />Council should approve increasing current trunk charge from $421/REC to $458/REC in the 1991 <br />list of rates and charges. <br /> <br />Council Action: <br /> <br />Motion to approve/disapprove the comprehensive sewer plan amendment and direct staff to submit <br />to MC and MWCC. <br /> <br />Motion to Approve/Disapprove increasing the sanitary sewer trunk charges from $421/REC to <br />$458/REC in the 1991 list of rates and charges. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Engineer <br />Zoning Administrator <br />Public Works Supt. <br /> <br />CC: 03/26/91 <br /> <br /> <br />
