Surveyors &
Landscape Architects

February 18, 1991

Ms. Sandra Ashley
Acting Administrator
City of Ramsey
15153 Nowthen Blvd. N.W.
Ramsey, MN 55303

Re:

Aluminum Recycling CUP - RA2:15-151
City #804304

Dear Ms. Ashley:

You had requested that we break down the time we spent on the above
referenced project with respect to time which was in part due to
queries or direction from Planning and Zoning, City staff or
Council versus that spent on preparation of the original findings
and CUP. A breakdown is attached. If we liberally interpret our
reaction to City direction or queries, there may be 10.5 hours of
my time and .25 hours of Mary LeComte's time (also some of Bill
Goodrich's time) which responded to either P and Z or
administrative decisions. However, this is a cost which would not
have been insured other than because of the City's need to respond
to the Applicant's proposal.

I would like to point out that this particular CUP application was
not well defined or organized. Despite initial cautions to the
Applicant as to the obstacles he was facing with his specific
proposal, he determined to press on. At the public hearing and
subsequent case discussion, the Applicant revised or changed his
position as to what the operation would entail. This necessitated
changes to the findings and to the CUP. In follow-up discussions,
additional variations would be made by the Applicant, again
necessitating revisions. In short, the city's position was that
of reacting to a fluid application.

There is, however, no question that time was spent reacting to
questions or concerns of this proposal brought about by P&Z members
specifically, as well as residents, businessmen and City staff.
This is part of the CUP process.

222 Monroe Street
Anoka, Minnesota 55303

612/427-5860
Fax 612/4~_7-3401
