Ms. Sandra Ashley
Page 2
February 14, 1991

We have in the past recommended that the process be modified on
CUP's which are known to carry a degree of sensitivity, social or
environmental impact, or are likely to cause controversy. We
recommend that the first meeting of P&Z deal only with the public
hearing and any case discussion be limited to identifying specific
concerns regarding the applicant's submittal and testimony at the
hearing. Findings of fact and a draft CUP would not be developed
until after this first appearance at P&Z.

This would eliminate the need to significantly revise Findings of
Fact and the CUP based on what is presented at the public hearing.
This should result in savings of time, costs to the applicant, and
should not lengthen the application process since controversial
proposals are seldom acted on at a single P&Z meeting.

Sincerely,

HAKANSON ANDERSON ASSOCIATES, INC.

Im~c
Endlosure
File: RA9:ll-1

I
I
I
I
I
I
I
I
I
I
I
I
I
I,
ii

I
I
