These funds are received from the state because of the Select <br />Committee On Recycling and the Environment (SCORE) legislation passage in late 1989. Funding <br />prior to the passage of the SCORE legislation was from the state budget for landfill abatement <br />activities. This legislation enacts a six percent sales tax on garbage with the resulting funds to be <br />given to the counties for distribution to the cities located within the County. <br /> <br />As the chart below indicates, the amount of funding after the passage of the SCORE legislation has <br />grown by over 381 percent compared to the previous years. The City of Ramsey has received <br />funding for landfill abatement activities since 1988.
