CASE <br /> <br />CASE OF <br /> <br />REQUEST FOR SITE PLAN APPROVAL; <br />GLEN RYCHNER, ALUMINUM RECYCLING, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Mr. Glen Rychner of Aluminum Recycling, Inc. is proposing to develop and operate an aluminum <br />processing plant on Lot 2, Block 1, Gateway North Industrial Park. The subject property is <br />approximately 2.58 acres in size and is zoned B-W Business Warehouse. <br /> <br />Observations: <br /> <br />Mr. Rychner is proposing to construct a 40' x 41' building to house the office, material receiving <br />area, shop area and transmission/engine disassembly area. He is proposing to construct a second <br />building measuring 40' x 48' to house up to two melt furnaces. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br />g) <br />h) <br /> <br />Site location map <br />Site plan <br />Main/office building plans <br />Furnace building plans (including alternate proposal for furnace building) <br />Memo from Building Official dated 3/'7/91 <br />City Engineer's review letter dated March 18, 1991 <br />Memo from Building Official dated 3/21/91 <br />Letter from Mate Punch and Die dated 3/21/91 <br /> <br />The main building is proposed to have 50% other than metal exterior on one wall. City Code <br />requires 50% other than metal on any building .wall that is adjacent to other existing or future <br />su-uctures or streets. <br /> <br />There is a proposal for a furnace building that is basically a one-walled structure with a roof. The <br />alternate furnace building plan shown on the same plan sheet consists of a 4-walled structure with <br />several large sliding doors to provide adequate air flow for cooling purposes. According to City <br />Code, this accessory structure is also subject to the other than 50% metal requirement for exterior <br />wails. <br /> <br />City Code also states that accessory structures in the B-W Disrr/ct are lirnited to 30% of the ~oss <br />floor space of the principal building. Mr. Rychner's proposal for the furnace building exceeds that <br />requirement. You will note that Item #2 of the City Engineer's review letter indicates that buildings <br />proposed on the site conform to the 35% maximum lot coverage; the 35% lot coverage requirement <br />8¢piies to Indusmal zones and not the B-W zone. <br /> <br />The site has no access to an improved street. Item g9 of the City Engineer's review letter will <br />provide background on the status of construction of improved streets in Gateway North Industrial <br />Park. Mr. Ralph Williams has assumed ownership of the plat and has made an application to the <br />City. to vacate the western half of 142nd Avenue and Lknonite Street; he would be willing to <br />construct 142nd Avenue far enough into the plat to access Mr. Rychner's lot with a cul-de-sac. <br />The City Engineer's recommendation is that site plan approval not be granted until the issue of the <br />streets is resolved. <br /> <br /> <br />
