The site plan does not indicate that hard surfacing, curb and gutter will be provided in accordance <br />with City Code. Mr. Rychner stated that he is willing to provide hardsurfacing on the site. <br /> <br />Recommendation: <br /> <br />The Planning and Zoning Commission met on March 21, 1991 and recommended City Council <br />oppreval of Mr. Rychner's site plan, including the main building and canopy type furnace building <br />as proposed and the requirement for curb and guuer being waived. City Code requires curb and <br />gutter, the Council has been making it a policy to only waive curb and gutter on those portions of a <br />subject site that are proposed for additional expansions in the near future. <br /> <br />As you will note, there is not a proposed site plan development permit included in this case. I <br />believe the manner in which the City will require the site to be developed hinges greatly on the <br />terms that will be written into the conditional use perrrfit, if it is approved. Therefore, after City <br />Council has worked through Mr. Rychner's conditional use permit application, City Staff could be <br />directed to draft a proposed site plan development permit accordingly for Council review and <br />approval. <br /> <br />Council Action: <br /> <br />Will be based on your discussion. <br /> <br />Review Checkl/st: <br /> <br />CC: 4/23/91 <br /> <br />City.
