Jankowski

Background:

In Spring 1987, the City issued a mining and grading permit for the excavation of a man-made lake
in the preliminary plat of Northfork Fifth Addition. This permit had no set completion date and
was to remain in effect so long as the permit conditions are met. Subsequently, major revisions to
the Code sections on mining and grading were enacted, making certain conditions more restrictive
than the previous ordinance.

North Fork, Inc. has begun grading the golf course contained in Northfork Links which is
permitted as a condition of their final plat approval. They would also like to construct the man-
made lake at the same time as the golf course grading is occurring. They have requested that the
1987 permit be reissued to meet the requirements of the current ordinance.

Attached is a copy of the revised mining and grading ordinance.

Recommendations:

It is my recommendation that City Council approve the attached mining and grading permit.

Review Checklist:

Acting City Administrator
City Attorney
City Engineer

CC:04/23/91
