I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br />DISCUSSION REGARDING USE OF MOBILE HOME AT NORTHFORK GOLF <br />COURSE CONSTRUCTION SITE; CASE OF GLENN REHBEIN EXCAVATING <br />By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />As you may know, construction of the golf course in the Northfork P.U.D. has begun. Jeff <br />Knutson of Glenn Rehbein Excavating, Inc., contacted me regarding the use of a mobile home on <br />the subject property for security purposes, in addition to the construction trailer. Mr. Knutson <br />indicated to me that while under construction, the golf course is very sensitive to damage by <br />trespassers that could set back construction schedules significantly. To deter trespassing and <br />subsequent damage to the course during grading and tuff establishment, Mr. Knutson is proposing <br />to move a mobile home onto the property. The job foreman and his wife would reside in the home <br />until the project is complete, approximately 2 years. <br /> <br />I informed Mr. Knutson that the construction trailer is permitted in Ramsey. However, to move a <br />mobile home onto the site to be used as a residence during the two year construction period, even <br />for security purposes, would require a conditional use permit. <br /> <br />In a meeting with Jeff Knutson on April 11, Mr. Knutson indicated that course construction is well <br />under way and it is very crucial that security measures be taken immediately. Mr. Knutson <br />requested that I approach City Council for temporary approval to move the mobile home onto the <br />property until the conditional use permit has been reviewed and acted upon by the Planning and <br />Zoning Commission and City Council. Mr. Knutson is willing to post a financial guarantee to <br />assure the removal of the mobile home if the request for the conditional use permit is denied. <br /> <br />Observations: <br /> <br />Glenn Rehbein Excavating, Inc. has applied for the conditional use permit to have a temporary <br />mobile home residence at the Northfork golf course. <br /> <br />With regarding to sewer and water service to the mobile home, the proposed location for the <br />mobile home is the same location planned for the golf course maintenance building. An on-site <br />well and septic system would be installed for the mobile home and when the mobile home is <br />removed, the sewer and water system would be used for the maintenance building. <br /> <br />If approved, this case could be precedent setting. Often times, the City is approached by victims of <br />fire requesting permission to live in a mobile home on the property while the home is under repair. <br />They usually find alternative living arrangements because of the time involved in processing a <br />request for a conditional use permit. <br /> <br />Recommendation: <br /> <br />I recommend that if temporary approval is granted, that the applicant be required to deposit a $500 <br />financial guarantee with the City to assure removal of the mobile home in the event the conditional <br />use permit application is denied and the applicant refuses to comply with the order. <br /> <br />Council Action: <br /> <br />Will be based on your discussion. <br /> <br />Review Checklist: <br />CC: <br /> <br />Zoning Administrator <br />4/23/91 <br /> <br />,, 07 <br /> <br /> <br />
