MEMORANDUM <br /> <br />TO: <br /> <br />Ramsey City Council <br /> <br />FROM: <br /> <br />Sandra Ashley Helling, Finance Officer <br /> <br />DATE: April 12, 1991 <br /> <br />SUBJECT: ANOKA COUNTY FINANCIAL ASSISTANCE FOR ICE ARENAS <br /> <br />We have received copies of resolutions confirming Anoka County's financial assistance for the <br />construction of ice arenas in the northern and eastern portions of Anoka County as follows: <br /> <br />If the County receives reimbursement of Federal Revenue Sharing Funds in the <br />amount of at least $700,000 in 1991 ... the Anoka County Board will <br />provide matching funds of up to: <br /> <br />$200,000 for construction of an indoor ice arena in the <br />City of Blaine as proposed by Centennial Ice Arena Association, <br />Inc., a nonprofit corporation, to serve the eastern portion of the <br />County. <br /> <br />$200,000 for construction of an indoor ice arena in the <br />City of East Bethel as proposed by the North Anoka County <br />Arena Committee to serve the northern portion of the County. <br /> <br />Background information: <br /> <br />At the regular meeting of April 10, i990, Doug Petty and Gary Johnson, representing the North <br />Anoka County Arena Committee or NACAC, were present to seek City of Ramsey support of their <br />request for funding from Anoka County to establish a multi-purpose recreational facility at 205th <br />Avenue North and Highway #65, East Bethel. The Anoka County Commissioners had requested <br />that communities choosing to support the request of the NACAC do so by signing an agreement <br />indicating they will not seek County financial participation in any other ice arena in the County. <br />Council directed staff to draft a letter endorsing NACAC's request without limiting the City's <br />ability to support any other future proposals for ice arenas in Anoka county. <br /> <br />On April 16, 1990 the City's letter of support was sent to the Anoka County Commissioners. On <br />October 9, 1990 County Commissioner Natalie Haas Steffen appeared before the City Council and <br />explained that as the City of Ramsey's letter did not state the City would not seek participation <br />from the County in any other arena proposals for Anoka County, the arena in East Bethel would <br />not happen and the money would instead go to the Chain of Lakes Park. Council directed staff to <br />amend the City of Ramsey's letter of support to indicate that the City will not seek financial <br />participation in any other arena to be developed in Anoka County. This letter was sent on October <br />10, 1990. <br /> <br /> <br />
