BRIEF CHRONQLQGICAL SUMMARY OF SURVEY RELATED EVENTS <br /> <br />City Council..Meeting. July 10. 1990. Case #11 <br /> <br />RYAA presented a petition signed by 400 persons requesting additional ball fields. Former City <br />Administrator David Hartley stated that recognizing the long-term need for recreational facilities <br />and the City's ability to raise funds, the only option available is to ask the taxpayers if they are <br />willing to finance additional park facilities. A fall referendum was suggested. <br /> <br />City Council Meeting. July 24, 1990. Case #8 <br /> <br />City Council established a subcommittee to review the need for a request of authorization to issue <br />bonds for park purposes. <br /> <br />Park land Recreation Commission Meetim,. August 8. 1990 <br /> <br />A Park and Recreation Commissioner suggested a door-to-door campaign to see if there was <br />enough interest in the community for a bond issue. <br /> <br />Park and Recreation Commission Meeting, February 14, 1991 <br /> <br />The Comprehensive Parks Plan was reviewed. Merland Otto introduced the 1990 Elk River Park <br />Survey. The survey options and importance of the survey to the Park Commission planning was <br />discussed. The consensus was to develop a draft survey at the Park and Recreation Commission <br />March meeting. <br /> <br />Mid-February, 1991 <br /> <br />Mark Boos was informed of his Park and Recreation Commission liaison status. <br /> <br />Park and Recreation Commission Meeting, March 7, 1991 <br /> <br />A draft comprehensive park plan approved by the Park and Recreation Commission, including <br />page 23, paragraph one: ("Survey Residents Needs: With limited funds available for park <br />development, it is important that improvements that are made respond to the public's needs. The <br />City should periodically (suggested at least every five years) conduct a survey of the residents to <br />ascertain their needs rather than simply reacting to specific user groups on an ad hoc basis. This <br />approach should result in a system which balances available funds with the overall recreation needs <br />of the City. When necessary, the survey can also be used to evaluate specific concerns such as <br />willingness to support proposed facilities through user fees, bond issues or alternative financing. <br />Task: Conduct survey of resident's recreation needs in 1991 and at least every five years <br />thereafter"), specific question format developed for survey and also an implementation plan.
