PERSONAL OBSERVATIONS <br /> <br />I believe City Staff and the Park and Recreation Commission overlooked the necessity of seeking <br />City Council approval because of the limited amount of staff time and dollars needed to implement <br />this survey and also acting under the belief that there was still an alternative recreation funding <br />initiative needed. <br /> <br />Recognizing current monetary restraints and the importance of developing a realistic capitol <br />improvement plan for this spring's budget discussions, the Commission sought alternatives for a <br />data base other than the 1987 Ramsey Resident survey. <br /> <br />The Commission felt their survey plan to be a very good value, especially in view of the similar <br />survey taken for Elk River costing thousands of dollars. <br /> <br />City Staff and the Park and Recreation Commission are looking forward to the joint meeting <br />scheduled for May to solidify direction, communication and effectiveness. <br /> <br />C.
