Chapman <br />365 East Kellogg Boulevard <br />St. Paul, MN 55101 <br /> <br />RE: Preliminary Plat Review of Faye Addition <br /> <br />Dear Mr. Chapman: <br /> <br />I am in receipt of your submittal package dated January 14, 1991 which includes a preliminary plat <br />dated January 11, 1991, a sanitary sewer and water utility plan dated December 10, 1990, a <br />preliminary grading and drainage plan dated December 10, 1990, a six sheet set of plan profiles <br />illustrating the preliminary sanitary sewer layout, all for the aforemention, ed subdivision. I have <br />reviewed these documents and offer the following comments: <br /> <br />1) <br /> <br />A portion of the subdivision falls outside the Metropolitan Urban Service Area (MUSA)~ <br />However, the subdivision plat is designed to conform with urban sewer and water <br />standards. Therefore, recording of the final plat must be made contingent upon <br />successfully amending the MUSA boundaries. <br /> <br />Although existing zones will remain the same as those proposed, existing zoning lines must <br />be modified to conform with the proposed land subdivision. Proper rezoning will be <br />required before final plat approval can be even. <br /> <br />3) <br /> <br />A plan for the protection of vegetation consistent with the Mississippi River Critical Area <br />Interim regulations must be submitted. <br /> <br />4) <br /> <br />The developer is asking for acceptance of this preliminary plat under a phased approach. A <br />schedule for this phasing should be developed which is mutually acceptable to both the <br />developer and the City. <br /> <br />5) <br /> <br />The grading plan indicates that all portions of the subdivision, with the exception of Outlot <br />E will be wholly outside of the re~onal floodplain elevation of 849.0. <br /> <br />6) <br /> <br />The ~ading plan should be modified to include the proposed building pad elevation for all <br />residential lots. <br /> <br />'7) <br /> <br />The general drainage plan submitted appears to be adequate. However, engineering <br />drawings detailing pipe sizes, grades and appurtenance details will need to be submitted. <br />In addition, the drainage plan will need to be reviewed by .the Lower Rum River Water <br />Management Organization. An application for that review can be obtained from the City <br />Zoning Administrator. <br /> <br />8) <br /> <br />Park land dedication requirements should be reviewed by the Park and Recreation <br />Commission. Special consideration should be made in addressing the concept of utilizing a <br />substantial portion of the dedicated park as a drainage easement. <br /> <br />9) Urban cul-de-sac radii may be reduced to 60 feet. <br /> <br /> <br />
