I

I
I
I
i
i
!
I
I
I
!
I
I
I
I
I
I

CONDITIONAL USE PERMIT REQUEST
ALUMINUM RECYCLING, INC,
By: Merland Otto

CASE #5'

~ackground:

Mr. Glen Rychner has applied for a conditional use permit to develop and operate an
aluminum processing plant. The site location is Lot 2, Block 1 of Gateway North
industrial Park Plat 1 on approximately 2.58 acres. The property is zoned B/W
Business/Warehouse use.

This request was brought before City Council at your March 26, 1991 regular meeting
where, after some discussion, it was tabled to the April 23, 1991 meeting. Staff was
directed to revise Planning and Zoning Commission's findings of fact (approved
3/21/91 ) to reflect that the proposal is incompatible with the intent of the B-W district
and to detail other inconsistencies in the findings so to allow Council consideration
and action,

The operation plan states that the facility would receive and process aluminum and
other non-hazardous metals (brass, copper, stainless steel and other non-hazardous
metals). Aluminum and other non-hazardous metals would be processed on site with
a melt operation separating aluminum and producing ingots.

The aluminum processing operation would include the disassembly of vehicle engines
and transmissions on-site which will require a hazardous waste generator license.
Two melt furnaces are proposed to be operated which would be located within a
separate structure proposed to be constructed.

The melt operation is planned to operate 24 hours a day, seven days a week while the
metal receiving operation woutd operate between 7:00 a.m. and 6:00 p.m., Monday
through Saturday.

The Applicant is requesting a permit to develop the site "for an aluminum processing
pi~nt". The draft CUP limits acceptance of metals at the site to those which are used
.as feedstock for the processing operation and those metals incidental to the
processing operation. The Applicant states that "the principle metal received
(approximately 90%) would be aluminum of which the majority (approximately 90%
or more) would be processed by melting.
