I
I
I
I
I
I
i
I
I
I
I
'1
I
I
I
I
I
i
I

CASE #

CONSIDER AUTHORIZING PLANS AND SPECIFICATIONS FOR
PUBLIC IMPROVEMENT PROJECT ~91-01
(HIGHWAY #10 SEWER AND WATER)
By: Steve Jankowski, City Engineer

B~ckground:

On February 27, 1991, a public hearing was held on the above public improvement project. The
project entails extension of sanitary sewer and watermain to five properties along the north side of
Highway 4/10 from JR'$ Saloon east the City limits. The project is more fully detailed in a
feasibility study dated January 22, 1991. At the present time the mandatory sixty (60) day
comment period has expired. Comment was received from one property owner objecting to the
project based upon the amount of the proposed assessment. A copy of the objection is attached.

I would also point out that the feasibility report anticipated that the watermain for the project would
be a continuation of the watermain extended from the McKinley Street project. As of the date of
this writing, the agreements for the acquisition of the right-of-way have not been finished with
either of the two property owners. It is my belief; however, that this agreement will be
forthcoming.

Plans and specifications may be initiated; however, within a short period of time, there must be
some assurance that the McKinley Street project will be able to deliver water to supply this project.
If this does not occur, there would be several alternatives. First, water could be extended from the
south side of Highway 4/10. Second, the project could be scaled back to extend only sewer.

Recommendation:

It is my recommendation that the City Council authorize preparation of plans and specification as
outlined in the feasibility study of January 22, 1991. The Council could make a final decision on
the course of action at the time solicitation of bids are authorized.

Council Action:

Motion to adopt/not adopt Resolution 4~91-05- ordering preparation of plans and specifications
for Project//91-01 (Extension of sanitary sewer and water from $35-32-25-31-0008 to the eastern
City boundary)

Review Checklist:

Acting City Administrator/Finance Officer
City Attorney
City Engineer
