This <br />project was initiated by a petition signed by the other three <br />property owners. A public hearing was held on February 26, <br />1991 by the Ramsey City Council, and I understand the Council <br />will be considering whether to order in the project at its <br />May 14, 1991 meeting. <br /> <br />I do not plan to attend the May 14th meeting, but do wish to <br />advise the Council that, while I can understand the reasons <br />for constructing these improvements, it appears to me, based <br />on the information available at this time, that the proposed <br />~ssessment of $65,000 on the Guy property would be far in <br />axcess of the benefit to the Guy property resulting from this <br />improvement project. Therefore, unless there is some way to <br />construct these improvements under some arrangement that <br />results in substantially lower assessments to the Guy <br /> <br /> <br />
