Ramsey, Minnesota 55303 Dear Mayor and Members of the Council: I am the owner, as trustee of the Neal Guy Trust, of the "Guy" property located on Highway 10 in the City of Ramsey between the Parabody Company and the Discount 10 Liquor Store. The City of Ramsey is proposing to extend utilities to this property and three other properties in the neighborhood. This project was initiated by a petition signed by the other three property owners. A public hearing was held on February 26, 1991 by the Ramsey City Council, and I understand the Council will be considering whether to order in the project at its May 14, 1991 meeting. I do not plan to attend the May 14th meeting, but do wish to advise the Council that, while I can understand the reasons for constructing these improvements, it appears to me, based on the information available at this time, that the proposed ~ssessment of $65,000 on the Guy property would be far in axcess of the benefit to the Guy property resulting from this improvement project. Therefore, unless there is some way to construct these improvements under some arrangement that results in substantially lower assessments to the Guy
