Voting Yes: Acting Chairperson LeTourneau, Commissioners Riley, Kuzma, <br />Johns, Strommen, and Tossey. Voting No: None. Absent: Chairperson Backous. <br />5. HRA BUSINESS <br />5.01: Status of Sale of North Commons Residential Lots 1-4, Block 1, COR III <br />City Administrator Ulrich presented the staff report and offer to Trilogy Homes to purchase lots <br />in consideration of the HRA not following through with a previous lot sale. He reported that <br />Trilogy Homes has indicated they are no longer interested in Lots 1-4 but remain interested in <br />Lot 10. Staff recommends moving forward to list Lots 1-4, Block 1, COR III with CBRE and <br />use the funds, when sold, to reach agreement with Trilogy Homes for the one lot that was not <br />sold to them previously. <br />Commissioner Tossey stated support for listing the property but not to use the proceeds to <br />resolve the matter with Trilogy Homes. Instead, he felt the funds should be used for the park. <br />City Administrator Ulrich stated that is a good point as the funds are dedicated, in part, to parks. <br />Motion by Commissioner Kuzma, seconded by Commissioner Riley, to direct staff to list North <br />Commons Residential Lots 1-4, Block 1, COR III, under the broker's listing agreement currently <br />being considered. <br />Motion carried. Absent: Chairperson Backous. <br />5.02: Discuss Letter of Intent to Purchase Property — Sunwood Drive / Ramsey Boulevard <br />(portions were closed to the public) <br />Executive Director LaFrance advised of the interest of a convenience retailer to purchase <br />property in the southwest corner of the Sunwood Drive/Ramsey Boulevard intersection. The <br />property of interest is 1.37 acres in size with an estimated valuation of $319,000. <br />It was noted that under Minnesota Statutes 13D.05, Sub. 3, the meeting can move into closed <br />session to discuss confidential or non-public appraisal data and acquisition negotiations. The <br />closed session discussion will relate to a letter of intent to purchase property at Sunwood <br />Drive/Ramsey Boulevard for future development. The closed session will be tape recorded and <br />that tape will be maintained for a period of eight years. <br />Motion by Commissioner Riley, seconded by Commissioner Strommen, to move to Closed <br />Session to discuss the Letter of Intent. <br />Housing and Redevelopment Authority / January 14, 2014 <br />Page 2 of 4 <br />
