Absent: Chairperson Backous. <br />The HRA meeting moved into a Closed Session at 9:25 p.m. <br />The HRA reconvened in Open Session at 9:58 p.m. <br />HRA Executive Director LaFrance stated the HRA held discussion and directed staff to prepare a <br />purchase agreement and development agreement with Casey's General Store for purchase of <br />property in the southwest corner of the Sunwood Drive/Ramsey Boulevard intersection in the <br />amount of $590,670 for future HRA consideration. <br />5.03: Consider Resolution #HRA14-01-020 Eliminating Compensation to HRA <br />Commissioners <br />City Administrator Ulrich presented the draft resolution to eliminate compensation to HRA <br />Commissioners for attending regular and special meetings of the HRA. <br />Commissioner Tossey stated his support for the elimination of compensation as the members are <br />already at the City Hall when these meetings are held. <br />Commissioner Riley stated his support for the resolution. <br />Commissioner Strommen stated her agreement with Commissioner Tossey's comments. <br />Motion by Commissioner Tossey, seconded by Commissioner Johns, to adopt Resolution <br />#HRA14-01-020 Eliminating Compensation for HRA Commissioners. <br />Motion carried. EXECUTIVE DIRECTOR'S REPORT <br />HRA Executive Director LaFrance stated the HRA will be considering another letter of intent at <br />its next meeting. <br />City Administrator Ulrich provided an update on staff's meeting with McDonald's and <br />agreement that the City will install temporary lighting at a cost of $5,200 if the other two lots do <br />not develop prior to McDonald's opening. <br />City Administrator Ulrich also provided updates on Flaherty & Collins leasing and that Metro <br />Transit will eliminate the bus route extension but it will likely continue until the end of this <br />summer. <br />City Administrator Ulrich reported that the owners of Northstar Marketplace have indicated <br />interest in investing to upgrade the parking and building exteriors to market standards. <br />Housing and Redevelopment Authority / January 14, 2014 <br />Page 3 of 4 <br />
