That sketch plan was refused by the Planning and Zoning Commission
and the developer was directed to reconfigure the plat to have through streets connecting with
Juniper Ridge Drive to the west and Oneida Street to the north. The developer did so and the plat
received preliminary approval on December 19, 1989. The developer has now requested approval
of a revised preliminary plat.

Observations:

On November 2, 1989, the City of Ramsey received an application and sketch plan from Jack and
Les Miller for Rum River Bluff.

On November 6, 1989, the Ramsey Planning and Zoning Commission tabled this case until their
special meeting scheduled for November 21, 1989.

On November 9, 1989, the Ramsey Park and Recreation Commission recommended acceptance of
the sketch plan subject to modifications suggested on November 9th with the condition that a
suitable vehicle access be worked out. The Ramsey Park and Recreation Commission also
reserves the right to review the possibility of an island park dedication at its December 14, 1989
meeting.

On November 21, 1989, at a special meeting of the Ramsey Planning and Zoning Commission, the
Commission tabled the sketch plan for Rum River Bluff pending a recommendation from the City
Engineer regarding constructing Juniper Ridge Drive N.W. as a through street, reconfiguration of
the plat to at least connect with Oneida Street N.W. to the north, clarification of existing easements
to Outlot A of Stanhope River Hills Addition, a recommendation from the Ramsey Park and
Recreation Commission regarding park dedication requirements and providing for 200 feet of s~-eet
frontage at the park area.

On November 30, 1989, the developer changed the name of the proposed plat from Rum River
Bluff to River Bluffs.

On December 4, 1989, the Ramsey Planning and Zoning Commission approved the sketch plan for
River Bluffs P.U.D. and recommended that the developer proceed to preliminary plat stage with a
review by the Ramsey Park and Recreation Commission for park dedication requirements.

On December 5, 1989, the Ramsey Planning and Zoning Commission tabled this case until the
special meeting scheduled for December 7, 1989.

On December 7, 1989, the Ramsey Planning and Zoning Commission adjourned the meeting prior
to addressing this case.

On December 11, 1989, the Ramsey Planning and Zoning Commission recommended that City
Council approve the preliminary plat for River Bluffs PUD contingent upon compliance with all
items contained in the City Engineer's Review dated December 5, 1989 and an additional review
by the Planning and Zoning Commission prior to final plat approval.
