On December 14, 1989, the Ramsey Park and Recreation Commission reviewed the plat for park
dedication requirements. Their decision was that the developer should be allowed to dedicate the
lowlands adjacent to the river as private open space in accordance with PUD requirements. With
respect to park dedication requirements, the developer should provide a 10-20 foot pedestrian
easement along the northern boundary of the plat in a east/west direction to the park outtot and the
balance of park dedication due would be satisfied with cash.

On December 19, 1989, the Ramsey City Council granted preliminary plat approval to River Bluffs
PUD.

On October 23, 1990, the Rarnsey City Council granted the developer an extension to December
31, 1990 to file for final plat approval of River Bluffs PUD.

On April 23, 1991, the Ramsey City Council granted the developer another extension to August
30, 1991 to file for final plat approval of River Bluffs PUD.

On May 7, 1991, at the request of the developers, the Planning and Zoning Commission conducted
a public hearing regarding the proposal for a revised preliminary plat dated February 12. The
revised preliminary plat replaced the through street at Oneida St. N.W. with a cul-de-sac. At the
hearing (in response to the City Engineer's concerns expressed in his letter dated May 2nd), the
developers submitted another proposal for a revised preliminary plat that would reconfigure the
cul-de-sac on the northern end of the plat to a 'dog leg' that would connect with Oneida Street.
The Planning and Zoning Commission recommended denial of both revised preliminary plat
proposals.

The following items are enclosed for your information:

a)
b)
c)
d)
e)
f)

Site location map
Sketch plan denied by the City in November of t989
Preliminary plat approved on December 19, 1989
Proposed revised preliminary plat dated February 12, 1991
City Engineer's review letter dated May 2, 1991
Proposed revised preliminary plat received by the City on May 7, 1991

Recommendation:

City Staff and the Planning and Zoning Commission recommend denial of the request for a revised
preliminary plat for River Bluffs based on concerns raised in the City Engineer's review letter, ff
the City Council chooses to accept one of the revised preliminary plats, then the park dedication
should again be reviewed by the Park and Recreation Commission.

City

Council Action: Motion to:
Approve/deny the request for a revised preliminary plat of River Bluffs P.U.D.

Review Checklist:
C/C: 5/28/91

City Engineer
Zoning Administrator
