One phase of the expansion was granted in the summer of 1989, while a <br />second expansion was to take place on a contingent basis. The City has been advised that <br />Metropolitan Council staff is prepared to issue a recommendation of denial for the Phase II <br />expansion based on the traffic impacts to Highway #10. We have asked Metropolitan Council staff <br />to delay presenting the request to the Council in hopes that there might be an alternative to the <br />pending expansion that both Metropolitan Council staff and the City of Ramsey would find <br />mutually acceptable. <br /> <br />Recommendation: <br /> <br />Due to the importance of this issue, it is my recommendation that the City Council establish an ad <br />hoc committee to review the issues and make a recommendation back to the City Council. The <br />committee could consist of two or three Councilmembers, the City Administrator and myself.
