CASE #ti <br /> <br /> METROPOLITAN LANDFILL ABATEMENT GRANT <br />By: Sandra Ashley Helling, Acting City Administrator <br /> <br />Background: <br /> <br />At the budget meeting of May 14, 1991, the Metropolitan Landfill Abatement Account - FY91 <br />Capital Assistance Grant Program was discussed. The purpose of this program is to assist counties <br />and municipalities in the purchase of machinery or equipment that will directly contribute to landf'fll <br />abatement or detoxification of the solid waste stream throughout the metropolitan region. The <br />program is a 50% cash matching by the sponsor (The City of Ramsey) with a maximum grant <br />request of $150,000.00. All applications must be received no later than 4:00 p.m. on May <br />30,1991. <br /> <br />A number of other cities have applied for and received grants for the purchase of a brush chipper. <br />While the City of Ramsey does have a chipper, our insurance provider's agent has recommended <br />the City not use it as due to its age, it doesn't meet current safety standards. If the City applies for <br />and receives a grant for the purchase of a new chipper, the former could be used as a trade-in with <br />the value of same apphed to the City's 50% match funding required. <br /> <br />As the Public Works Department has an ongoing need for a chipper, the Budget Committee <br />directed staff to prepare a case for Council along with the grant application. The grant application <br />will be submiued to you under separate cover. <br /> <br />Our Public Works Supervisor has obtained two verbal prices on brush chippers that will handle <br />brush up to 12" in diameter. The six cylinder models are listed at $15,500.00 and $17,000.00 The <br />City has requested from price quotes which will be available at the meeting this evening. <br /> <br />I <br />1 <br /> <br />Attached is a resolution designating the City's 50% matching funds as coming from the Landfill <br />Tipping Fee Fund. As the revenue from this fund is for the purpose of mitigating and <br />compensating for local risks, cost and other adverse effects of landfill facilities, this founding <br />source is appropriate. It should be noted the amount of the matching funds on this resolution has <br />been left blank so that the amount can be filled in from Council direction after additional <br />information is presented. <br /> <br />I <br />I <br />I <br /> <br />Observations: <br /> <br />As this grant request is for the purchase of equipment only, reporting requirements for <br />reimbursement will not require a significant amount of staff time. <br /> <br />Recommendation: <br /> <br />The Budget Committee and staff recommend Council direct staff to submit the grant application for <br />a brush chipper to be used within our City for the purpose of landfill abatement. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Council Action: <br /> <br />To approve/not approve Resolution g91-05-__ <br />matching requirement and the application <br />Metropolitan Council <br /> <br />Review Checklist: <br /> <br />Acting City Administrator <br />City Engineer <br />Public Works Supervisor <br /> <br />CC: 05/28/91 <br /> <br /> designating the funding source for the 50% cash <br />for the Capital Assistant Grant Program from <br /> <br /> <br />
