05/20/91 [REVISOR ] CMa/JG C¢~F0303 <br /> <br />2 eec~e~y-{a=~ey shall submit a semiannual certification re~ort <br />3 to the council detailing: <br />4 (1) the quantity of waste generated in the county that was <br />5 not processed prior to transfer to a disposal facility during <br />6 the six months preceding the report; <br />7 (2) the reasons the waste was not processed; <br />8 (3) a strategy for development of techniques ~o ensure <br />9 processing of waste including a specific timeline for. <br />10 implementation of those techniques; ahd <br />11 (4) any progress made by the county in reducing the amount <br />12 of unprocessed waste. <br />13 (b) T~e council shall approve a county's report if it <br />14 determines that the county is reducing and will continue to <br />15 reduce the amount of unprocessed waste,'based on the report and <br />16 the county's progress in development and implementation of <br />17 techniques to reduce the amount of unprocessed waste transferred <br />18 to disposal facilities. If the council does not approve a . <br />19 county's report, it shall negotiate with the county to develop <br />20 and implement specific techniques to reduce unprocessed waste. <br />21 If the council does not approve three or more consecutive <br />22 reports from any one county, the council ~hall develop 'specific <br />23 reduction techniques that ars designed for the particular needs <br />24 of the county. The county shall implement those techniques by <br />25 specific dates to be determined by the council. <br />26 Sec. 82. Minnesota Statutes 1990, section 473.848, is <br />27 amended by adding a subdivision to read: <br />28 Subd. 5. [DEFINITION.] For the purpose of this section, <br />29 waste is "un~rocessed" if it has not, after collection and <br /> <br />30 before disposal, underpone at least one process, as defined in <br />31 section 115A.03, subdivision 25, excluding storage, exchange, <br />32 and transfer of the waste. <br /> <br />33 Sec. 83. [~73.849] [PROHIBITION; SOLID WASTE DISPOSAL.] <br />34 No person may place processed or unprocessed mixed <br /> <br />35 municipal solid waste that is ~enerated in the metropolitan area <br /> <br />36 in a disposal facility that doe~ not comply with the minimum <br /> <br />54 <br /> <br /> <br />
