CASE <br /> 1 <br />~ · REQUEST FOR PRELIMINARY PLAT APPROVAL OF <br /> NORTHFORK POINT ADDITION; CASE OF NORTH FORK, INC. <br /> I By: Sylvia Frolik, Zoning Administrator and <br /> James Gromberg, Project Manager <br /> <br />Background: <br /> <br />Dennis Peck, Project Manager for Northfork PUD, is requesting preliminary plat approval of <br />Northfork Point Addition. The plat consists of 60 acres proposed to be subdivided into one outlot <br />and 20 single family rural residential lots averaging 1.9 acres each. Outlot A is proposed to be <br />conveyed to the Homeowners Association. <br /> <br />As was approved with Northfork 5th Addition, the developer is requesting that the City waive the <br />requirement to name streets in accordance with the City's adopted grid pattern and that the required <br />road pavement be decreased from 31 feet to 29 feet. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Proposed preliminary plat <br />Letter from Dennis Peck dated April 29, 1991 <br />City Engineer's review letter dated May 2, 1991 <br /> <br />Observations: <br /> <br />On April 25, 1991, the City received an application from North Fork, Inc. for the plat of Northfork <br />Point Addition. <br /> <br />On May 7, 199I the Planning and Zoning Commission reviewed the proposed preliminary plat. <br />The developer requested that the paved portion of the streets be reduced from 31 feet to 29 feet to <br />promote the country lane effect. The developer also requested that Yak Street be substituted with <br />another sweet name beginning with the letter "Y". <br /> <br />Northfork Point would be subject to the Northfork Park Dedication Agreement Addendum dated <br />May 9, 1989 and therefore does not require a review by the Ramsey Park and Recreation <br />Commission. In accordance with that agreement, the area to be platted as Northfork Point is not <br />subject to any park dedication requirements. This information was verified in a meeting between <br />Dennis Peck and Bill Goodrich on May 3, 1991. <br /> <br />It appeared that the wetland in the northeast comer of the plat may be part of a DNR protected <br />wetland. The plat was forwarded to DNR for comment, and the verbal message from that agency <br />is that the subject wetland is not a protected one. <br /> <br />Recommendation: <br /> <br />The Planning and Zoning Commission has recommended approval of the preliminary plat for <br />Northfork Point Addition with no variance from the required 31 feet of street pavement and <br />allowing a substitute name for Yak Street. <br /> <br />7;1. <br /> <br /> <br />
