City of Ramsey <br /> <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 · (612) 427-1410 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br /> <br />May 2, 1991 <br /> <br />Dennis Peck <br />North Fork, Inc. <br />824 Woodgate Drive <br />Vadnais Heights, MN 55127 <br /> <br />RE: Preliminary Plat Review for Northfork Point Addition <br /> <br />Dear Mr. Peck: <br /> <br />1 am in receipt of the following submittals supporting your request for preliminary plat approval of <br />the Northfork Point Addition; (a) preliminary plat Northfork Point Addition dated April 30, 1991; <br />(b) plan sheet dated February 1990 entitled Northfork Preliminary Plan; (c) preliminary street <br />construction Northfork Point Addition dated April 26, 1991 prepared by Probe Engineering, Inc.; <br />(d) Preliminary Grading, Drainage and Erosion Control Plan Northfork Point Addition dated April <br />26, 1991 prepared by Probe Engineering, Inc.; (e) your supporting letter addressed to Ms. Sylvia <br />Frolik dated April 29, 1991. I have reviewed the above submittals and offer the following <br />comments: <br /> <br />1) <br /> <br />General: The proposed plat contains 20 residential lots and Outlot A, a wetland, and <br />comprised of approximately 60 acres. The land is within the Northfork P.U.D. The road <br />and street layout of the prelim/nary plat Northfork Point Addition conforms substantially to <br />that approved in the most recent Northfork preliminary, plan referenced above. The <br />proposed prelim/nary plat however, contains 5 more lots than were identified in the above <br />referenced Northfork concept plan. <br /> <br />2) <br /> <br />Lot Sizes: It is my understanding that lots within the subdivision need to be a minimum of <br />one acre in size and have minimum street frontage of 160 feet, except for cul-de-sac lots. <br />According to the above referenced prelirrdnary plat submittal, there will be no lots less than <br />one acre in size within this subdivision. In addition, all non-cul-de-sacced lots will have a <br />minimum of 160 feet of street frontage. Also. the City's shoreland zoning ordinance <br />requires all lots lying within 1000feet of the shoreline of Lake Itasca to have a minimum of <br />80,000 square feet of area. Lots 6 through 11 of Block I are subject to this ordinance. It <br />should be noted that Lot 6 has been identified on the preliminary plat as having less than the <br />80,000 square feet. This should be modified. <br /> <br />Soils: City Code requires a minimum of 25% of a lot in unsewered areas to be comprised <br />of Class I soils. Since minimum lot sizes in this area are 2.5 acres, a minimum of 27,225 <br />square feet of Class I soils should be required on each lot. The soils in the proposed plat <br />include Nymore sandy loam, Isan sandy loam and marsh. The Nymore soil group is <br />classified as a Class I soil except on slopes geater than 18%. The Isan and marsh soil <br />classifications are unacceptable for on-site soil absorption systems. In reviewing the soil <br />map in conjunction with the topography provided with the preliminary plat. it is my <br />recommendation that soil borings be taken at various locations to confirm presence <br /> <br /> <br />
