Ms. Sylvia Frolik <br />Page Two <br />April 29, 1991 <br /> <br />concept plan called for a looped road servicing lots along the eastern edge of the?PUD. <br />The road alignment of the current proposed plat is consistent with the concept plan, <br />contemplating the eventual connection of the proposed 159th Avenue NW with 163rd Avenue <br />already partially platted as part of Northfork Third° <br /> <br />I <br />I <br />I <br /> <br />I <br /> I <br /> I <br /> I <br /> I <br /> <br /> The proposed 159th Avenue NW extends approximately 2200 feet across the plat. <br />North Fork proposes a temporary cul-de-sac at the eastern terminus of the plat. <br />The extension of 159th Avenue NW to intersect with 163rd Avenue would at this time <br />be cost prohibitive. Use of the proposed roads would be limited to lot buyers and <br />prospective lot buyers° North Fork understands that any further extension of either <br />163rd Avenue or 159th Avenue would probably entail the completion of the roadway loop. <br /> <br /> Lot Size. At the time of the preliminary plat approval of Northfork Fifth in <br />June of J990 the City modified the PUD lot size requirements to make them consistent <br />with requirements imposed on other non-sewered developments. North Fork understands <br />these requirements to be that each non-cul-de-sac lot have at least 160 feet of <br />frontage and that each lot be at least one acre in size. All lots in the proposed <br />plat meet this requirement. The average lot size is 1o9 acres. There are five lots <br />that are between J~O acres and !~5 acres° In the Sixth Supplemental Declarat~6n.'. <br />of Covenants, Conditions and Restrictions for Northfork, North Fork represents to the <br />homeowners that in the entire Northfork PUD no more than 29 lots shall be less than <br />1.5 acres in ~ize. This Declaration is of record in the Court House. <br /> <br /> Soil Quality~ The Ramsey City Code requires that 25~ of the area of all unsewered <br />lots be Class 1 soils as that is defined in the City Code. When the City agreed to <br />lower the lot size requirements for theNorthfork PUD, North Fork represented that it <br />would maintain ~625 acres of Class 1 soils on each lot (25% of the original 2.5 acre <br />average). All lots with the possible exception of Lots I through 4, Block 2, clearly <br />meet that criteria. It may be that the lots in Block 2 may need some soil correction <br />to meet this requirement~ At the suggestion of Steve Jankowski, your engineer, soil <br />tests are being conducted on these lots and the necessary data should be available in <br />time for the public hearing. <br /> <br /> Shoreland Ordinance. All lots lying within a 1000 feet of the shoreline of <br />Lake Itasca are required by City Code to have at least 80,000 square feet of area~ <br />Lots 6 through 11 in Block 1 all are subject to the Shoreland Ordinance and all contain <br />more than 80,000 square feet (].8 acres)° <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br /> Park Dedication. The May 9, 1989 Park Dedication Agreement for the Northfork PUD <br />describes the land to be given for park dedication for the portion of the PUD lying <br />north of 153rd Avenue NW and east of Andrie Street N~V. Most of that requirement was <br />met with the conveyance of "Park 1 and Park 2" in the ~lat of Northfork Trail Addition. <br /> <br /> We trust the foregoing outlines our proposal and if you have any questions or need <br />any additional information, please let us know.
