I am Chief of Police for the City of Ramsey Police <br />Department. <br /> <br /> 2. I have read various medical reports and documentation, <br />including but not limited to statements from the U.S. Surgeon <br />General and other health officials regarding Acquired Immune <br />Deficiency Syndrome, otherwise known as AIDS. These reports and <br />medical documentation deal with the signs and symptoms of AIDS, <br />the long term effect of AIDS and the spread or transmission of AIDS <br />throughout the public. <br /> <br /> 3. I have read briefs, statements and documents from a City <br />of Minneapolis file which contained extensive findings regarding <br />certain premises within the City of Minneapolis conducive to high- <br />risk sexual conduct that promotes the spread of AIDS. <br /> <br /> 4. I have reviewed reports from a Ramsey citizen and an <br />officer from the Anoka County Criminal Investigation Division <br />regarding the existence of a premises within the city limits of <br />Ramsey which is conducive to high-risk sexual conduct. <br /> <br /> 5. I have read the report of, and personally interviewed an <br />individual who has extensive expertise in the recognition of the <br />types of activity regulated by Minneapolis Ordinance 219.500 et. <br />seq. which ordinance is very similar to the ordinance introduced <br />by the Ramsey City Council regulating premises conducive to high- <br />risk sexual conduct. This individual confirms that it is very <br /> <br /> <br />
