Mr. Ryan Schroeder, City Administrator <br />Page 2 <br />June 11, 1991 <br /> <br />To keep pace with the developer's proposed schedule, we prepared <br />the trunk plans and specifications during the summer and early fall <br />of 1990. Plans were scheduled to go to council in early October <br />for approval and setting a bid date. It was proposed to award the <br />contract in November to allow the contractor the option of winter <br />work or early spring start up. <br /> <br />At the time the plans were to go to the City Council, the <br />developers chose not to sign development agreements and post <br />escrows. Consequently, former City Administrator, Dave Hartley, <br />asked us to halt all progress on the trunk plans and hold all <br />submittals to the reviewing and permitting agencies. <br /> <br />To continue the trunk project at this time, plans and <br />specifications will have to be submitted to the Corps of Engineers, <br />MPCA, DNR and the Minnesota Department of Health. Approvals and <br />permits are anticipated to take three to four months. In addition, <br />easements will have to be acquired from undeveloped properties and <br />the developers will have to final plat their properties to provide <br />right-of-way for the improvements. The lateral projects previously <br />ordered and will have to be completed based on the developers <br />schedule of development. <br /> <br />Based on a starting date of July 1, 1991, the following schedule <br />for the projects can be anticipated: <br /> <br />Submit trunk plan to governmental agencies <br />Commence with right-of-way acquisition <br />Obtain right-of-way from developers through <br /> final platting <br />Make final corrections to trunk plans and <br /> submit to Council <br />Set bid date (I.P. 90-14) <br />Receive bids (I.P. 90-14) <br />Award bids (I.P. 90-14) <br />Obtain easements (I.P. 90-14) <br />Obtain permits (I.P. 90-14) <br />Commence construction (I.P. 90-14) <br />Prepare plans for lateral projects <br /> <br />Submit lateral plans to Council and <br /> set bid date <br />Receive and award bid laterals <br />Commence construction laterals <br />Complete trunk & lateral construction <br />Hold assessment hearings <br /> <br />July 1, 1991 <br />July 1, 1991 <br /> <br />July 23, 1991 <br /> <br />Aug. 13, 1991 <br />Aug. 13, 19911 <br />Sept. 10, 1991 <br />Sept. 24, 1991 <br />Oct. 7, 1991 <br />Oct. 7, 1991 <br />Oct. 14, 1991 <br />Nov., 1991 - <br /> Jan., 1992 <br /> <br />Jan. 28, 1992 <br />Feb. 25, 1992 <br />March 16, 1992 <br />June 30, 1992 <br />Aug., 1992 <br /> <br />I <br />I <br />I <br /> <br /> <br />
