The City Administrator shall investigate each application and report any findings and recommendations to the City Council. 7.61.06 Filing of records; inspe~om ~eeess to reeord~ Subdivisin,~ L Every organization licensed to conduct gambling in the City of Ramsey shall file with the City Administrator copies of all records and reports required to be filed with the Minnesota Charitable Gambling Control Board pursuant to Minnesota Statutes, Chapter 349 and the rules and reKulations promulgated thereunder. The records and reports shall be filed in the office of the City Administrator at the snme time they are due to the Board; Subd. 2. Every gambling event in the City of Ramsey conducted by an organization under Minnesota Statutes, Chapter 349 shall be open to inspection by officers of the Ramsey Police Department; Sub&S. The City Administrator or employees of the Police Department, at the direction of the City Administrator, may inspect at any reasonable time, without notice or search warrant, all records of a licensed organization, including g~mbting account and other bank records required by the Minnesota Charitable Gambling Board to be maintained and preserved. 7.61.07 Fee. Upon application, the City will charge all new applicants $400 to cover costs incurred investigating the application. Any unused portion of this fee will be refunded to the applicant. Ord. 88-14 established §7.61.07, requiring an application fee. 7.62 Bingo. 7,62.01 Purpose. The purpose of this chapter is to closely reKulate and control the conduct of the game of bingo and to prohibit commercialization of bingo. 7.62.02 Definitions. Whenever the following terms appear in this chapter, they shall have the meanings assigned to them in this section. "Active membef' shall mean a member of the organization requesting a license whose dues are paid for the current membership period and who has been a member for at least six months. '~ingo" shall mean a game where each player has a card or board for which a consideration has been paid, containing five horizontal rows of spaces, with each row except the central one containing five figures. The central row has four figures ~fith the word "free" marked in the center space thereof.
