At that time, Council allocated $10,000 in CDBG funds to be
distributed to public service agencies. Since then, I have advertised the availability of these funds
and solicited applications from public service agencies. The deadline to apply for the funds was
July 12, 1991. I have received 7 applications as described below:

Community Emergency Assistance Program
Family Life Mental Health Center
Anoka County Community Action Program
Northwest Suburban Kinship
Alexandra House
North Suburban Counseling Center
Rise

$1,000
$5,000
$2,682
$1,000
$3,000
$1,500
$2,000

TOTAL $16,182

On June 25, 1991, the City Council appointed a CDBG subcommittee consisting of myself,
Finance Officer Sandm Ashley Helling and Councilmembers Hardin and Peterson. The purpose of
the subcommittee is to review the applications from public service agencies and make a
recommendation to City Council regarding which agencies should be approved for CDBG funding
and the amounts. That subcommittee is meeting at 7:00 p.m. on July 23 to review the applications
and formulate a recommendation for City Council.

The City must adopt a resolution naming the recipients of CDBG funds and the amounts. The
proposed resolution is enclosed for your information. The City must also enter into agreements
with each of the recipients. The agreements are provided by the County and are quite lengthy.
Councilmembers will be provided with a copy of the proposed agreement upon request.

Recommendation:

At the July 23 Council meeting, the CDBG subcommittee will be making a verbal recommendation
on which public service agencies should be approved for CDBG funding.

Council Action:

Motion to:
Adopt Resolution g91-07- approving the distribution of CDBG funds to certain public
service agencies and authorizing the City Administrator and Mayor to enter into agreements
with each of the agencies on behalf of the City of Ramsey.

Review Checklist:

CC: 7/23/91

City Administrator
Finance Officer
Zoning Administrator
