City Administrator Ulrich suggested in 2014 that Economic Development Manager LaFrance be <br />appointed as the HRA Executive Director and that Development Services Manager Gladhill be <br />appointed as the HRA Deputy Executive Director. <br />Councilmember Kuzma stated his support to eliminate the Personnel and Finance Committees as <br />it results in redundant consideration. <br />Councilmember Johns concurred and noted the Committee process requires extra time to <br />conclude personnel items. <br />Mayor Strommen stated an option is to organize an ad -hoc should an issue arise that could <br />benefit from that additional consideration. <br />Councilmembers Riley, LeTourneau, and Tossey indicated their support to eliminate the <br />Personnel and Finance Committees. <br />Mayor Strommen asked if there was support to retain the Public Works Committee. <br />The unanimous consensus of the Council was to retain the Public Works Committee. <br />Mayor Strommen asked the Council to provide input on Committees/Boards that they would like <br />to serve. <br />Councilmember LeTourneau stated he would like to continue serving on the same <br />Committees /Boards in 2014. <br />Councilmember Tossey stated during its December meeting, Youth First did not have a quorum <br />but it was indicated they wanted their Boardmembers to be more proactive; however, that occurs <br />during the day when he is not available. There was also discussion whether to eliminate the <br />elected official position, which he objected to since Ramsey donates $31,000 at a minimum. In <br />addition, the elected official position can serve as a "watchdog" on how those tax dollars are <br />used. Councilmember Tossey stated it would require a change to the Joint Powers Agreement <br />(JPA) to eliminate that position and Anoka Councilmember Weaver has indicated he would <br />object to that change as well. Councilmember Tossey stated he has worked with Youth First <br />since before he was elected as a Ramsey Councilmember but if they change to daytime meetings, <br />he is not available to serve in that capacity. <br />Mayor Strommen asked Councilmember Tossey if he would be willing to serve on Youth First <br />while those issues are being sorted out. She suggested that expectation of Boardmembers of <br />contributing cities be defined and if that cannot be reconciled, the Council can revisit the issue. <br />Councilmember Tossey stated he also spoke with Anoka County Commissioner Look about the <br />potential change with Youth First. He agreed that Ramsey should receive a resolution prior to <br />any change occurring.
