Mayor Strommen suggested the language of all initiatives be revised, where appropriate, to <br />indicate either: "The City of Ramsey supports initiatives adopted in the Anoka County platform" <br />or "The City of Ramsey supports initiatives adopted in the LMCD platform." Mayor Strommen <br />stated this will also make the language more user - friendly. <br />Assistant to the City Administrator Brama stated staff will make those revisions to the 2014 <br />language. <br />Publishing Public Notices <br />The Council voiced no objection to this initiative. <br />Business Development Programs <br />The Council voiced no objection to this initiative. <br />Ground Water <br />Councilmember Tossey stated if initiatives are prioritized, he finds this to be an important <br />regional issue. <br />The Council voiced no objection to this initiative and agreed that a regional solution is needed. <br />Levy Limits <br />The Council voiced no objection to this initiative. <br />Mississippi River Corridor Critical Area (MRCCA) Rulemaking <br />Development Services Manager Gladhill reviewed the extensive citizen engagement process <br />undertaken by the City and methods available to address resident's concerns relating to the rules. <br />Mayor Strommen stated she does not see a legislative component to this issue but, rather, that it <br />is administrative in working with the DNR. <br />Development Services Manager Gladhill stated it can be addressed separately if not within the <br />legislative platform, but the Legislature is being informed of this process and could exempt <br />Ramsey from the process. <br />City Administrator Ulrich explained the exemption would be done by Statute so if there is a bill <br />to exempt communities, staff suggests the City not sign onto that bill. <br />Mayor Strommen suggested the initiative language be revised to clearly state that intent. <br />Councilmember Riley asked if the position to not sign onto legislation would preclude Ramsey <br />from getting an exemption in the future. <br />Development Services Manager Gladhill stated staff could look at being added at a later date and <br />would closely monitor the opportunity to be included in the legislative exempting Ramsey from <br />the rulemaking process.
