July 31. 1991 <br />River Bluffs Engineer's Review <br /> <br />thc vicinity of Lots 8 and 9 of Block 1 along the river. These two lots in particular should <br />be reviewed by a qualified soil tester and an opinion given on the probability of finding a <br />suitable area for soil absorbtion systems. <br /> <br />4) <br /> <br />Street Layout and Transportation. The most significant objection to previous subdivision <br />plans has concerned this topic. The plan as currently proposed does provide two means of <br />access to the plat and its two cut-de-sacs are within the maximum length allowed by City <br />Code. The plan, however, does neglect to connect with a dedicated and improved stub of <br />Juniper Ridge Drive which abuts the plat on its west boundary. Connection of this street <br />would, of course, provide a beneficial third point of access to the subdivision. In addition, <br />it would provide a shorter travel distance from the intersection of Juniper Ridge Drive and <br />153rd Avenue to points Southeast along Highway #47. For example, assuming the <br />connection of Waco Street between 149th and 150th Avenues, there would be a travel <br />distance of 1.15 miles between the intersection of Juniper Ridge Drive and 153rd Avenue <br />and the intersection of 1,~9th Avenue and Trunk Highway #47. Alternately, to reach this <br />same point via 153rd Avenue alone, a travel distance of 1.6 miles would be required. <br />However, the former route would require four turns and four stops while the latter route <br />would require a single turn and only two stops. In addition, the latter route would provide <br />a higher speed limit, since the majority of the travel would be along MSA road and Trunk <br />Highway #47. It is my conclusion that travel time would actually be quicker and <br />discourage travel through neighboring residential areas through the use of this latter route. <br /> <br />If the proposed street configuration is endorsed by the Planning and Zoning Commission, l <br />would recommend that the existing stub of Juniper Ridge Drive in Rum Acre Estates be <br />vacated and abandoned. In addition, I would ask that a fifty foot utility and drainage <br />easement be reserved between the west cut-de-sac of Juniper Ridge Drive in the subject plat <br />and the intersection of Salish Street and Juniper Ridge Drive in Rum Acre Estates. The <br />boundary between Lots I3 and lz~ should be reconfigured such that this drainage and utility <br />easement would run along the boundary of these lots. <br /> <br />5) <br /> <br />Park Dedication. The present park plan calls for a trail corridor along the northern <br />boundary of the plat. This plat should be reviewed by the Park and Recreation <br />Commission for a recommendation on park dedication. <br /> <br />6) <br /> <br />Drainage.
