On November 6, 1989, the Ramsey Planning and Zoning Commission conducted the public hearing for Carr P.U.D., and tabled the case until their special meeting scheduled November 21, 1989. On November 9, 1989, the Ramsey Park and Recreation Commission recommended acceptance of land or cash or a combination thereof to satisfy the park dedication requirements. On November 2t, 1989, the Ramsey Planning and Zoning Commission adjourned their meeting prior to addressing this case. On November 28, 1989, due to lack of a quorum, the Ramsey Planning and Zoning Commission meeting was not called to order. On December 4, 1989, the Ramsey Planning and Zoning Commission recommended that City Council approve the preliminary plat of Cart Addition P.U.D. contingent upon compliance with the City Engineer's Review and the right to another review by Planning and Zoning Commission prior to final plat approval. On December 19, 1989, the Ramsey City Council granted preliminary plat approval to Carr Addition contingent upon providing access to County Road #83 and a pre-final plat review by the Planning and Zoning Commission. On October 23, 1990, the City of Ramsey granted an extension to the f'fling for final plat approval time frame from June 18, 1990 to December 31, 1990. On December 18, 1990, the City of Ramsey granted an extension to the filing for final plat approval time from December 31, 1990 to February 28, 1991. On April 23, 199i, the City of Ramsey granted an extension to the filing for final plat approval time frame from February 28, 1991 to October 23, 1991. In April of 1991, the developer of Hunter's Ridge (aka Carr Addition) approached the City with a proposed final plat that included provisions for access from the plat to County Road #83 and a name change to Hunter's Ridge. On May 7, 1991, the Planning and Zoning Commission conducted a pre-final plat review, including street alignment modifications resulting from providing access to County Road 4/83, and recommended final plat approval of Hunter's Ridge. On May 28, 199I, the City Council reviewed the proposed plat modifications resulting from providing access to County Road #83 and the consensus was to recommend that the developer proceed to file for final plat approval of Hunter's Ridge. On June 11, 1991, the City Council adopted Resolution 91-06-139 granting final plat to Hunter's Ridge P.U.D. On August 6, i991, the Planning and Zoning Commission reviewed the proposed revisions to street layouts in Hunter's Ridge and recommended City Council approval of same.
