,I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />CASE <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF CHESTNUT HILL (PHASE <br /> CASE OF GOOD VALUE HOMES, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />I); <br /> <br />Background: <br /> <br />The proposed plat of Chesmut Hill is located generally north of Industry Blvd., between Sunfish <br />Lake Blvd. N.W. and Nowthen Blvd..N.W. The approved preliminary plat contained 56 acres <br />proposed to be subdivided into 100 single family urban residential lots. The plat is one of three <br />developments (Chesmut Hill, Cedar Acres, Windemere Woods) for which tax increment financing <br />will be used to finance the public improvements. At this time, the developer is requesting final plat <br />approval of that part of the proposed plat which is to be included in Phase I of the joint residential <br />development project. Phase I consists of 14 lots. Block 2 contains 4 lots which will be served by <br />a common driveway to be consumcted on a 60 foot wide utility easement. The 4 lots on Block 2 <br />will require a variance to street frontage requirements. The City should also require that there be a <br />maintenance agreement for the common driveway and that the agreement be subject to the City's <br />approval prior to issuance of certificates of occupancy for any of the lots on Block 2. As you may <br />recall, on May 31, 1991, the City executed development agreements for the three tax increment <br />financing residential projects. The development agreement for Chesmut Hill did not address the <br />circumstances of Block 2 and an addendum to the development agreement has been drafted <br />accordingly. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />0 <br /> <br />Site location map <br />Approved preliminary plat <br />Proposed final plat of Chesmut Hill, Phase I <br />City Engineer's review letter dated July 2, 1991 <br />Proposed addendum to Chesmut Hill Development Agreement <br />Proposed resolution granting £mal plat approval <br /> <br />Observations: <br /> <br />On January 3, 1989 the Ramsey Planning and Zoning Commission approved the sketch plan for <br />Chesmut Hill. <br /> <br />On January 10, 1989 the Ramsey City Council ordered the preparation of an EAW for <br />Environmental Quality Board (EQB) approval relating to the proposed developments of Chestnut <br />Hill, Windemere Woods and Cedar Hills. <br /> <br />On May 11, 1989, the City of Ramsey received a letter from the EQB acknowledging receipt of a <br />negative declaration and indicating that no EIS would be required for Chesmut Hill, Cedar Hills, <br />and Windemere Woods. <br /> <br />On July 13, 1989, the Metro Council authorized the expansion of the MUSA boundary to include <br />the area of the proposed Chestnut Hill. <br /> <br />On July 10, 1989 the Ramsey Planning and Zoning Commission conducted a public hearing <br />regarding Chestnut Hill and on July 18, 1989 recommended preliminary plat approval of Chestnut <br /> <br /> <br />
