MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />RE: <br /> <br />Budget Committee: Councilmember Sheila Beyer <br /> Councilmember Glen Hardin <br /> Councilmember Kenneth Peterson <br /> <br />Ryan Sehroeder, City Administrator <br /> <br />July 11, 1991 <br /> <br />Community Education Area-Wide Recreation Programming from Elk River School <br />District #728 <br /> <br />Background: <br /> <br />As you are aware, the City of Ramsey has been participating through a joint-powers agreement <br />with Anoka-Hennepin School District #11 for quite some time in order to receive recreation <br />programming staffed by the school district. Recently we were contacted by School District #728 <br />out of Elk River asking the question whether or not we were interested in participating in a <br />cooperative recreation program through that school district. Attached for your review are exhibits <br />which they have provided to us as background for their request analysis. You will note that within <br />the school district there is a total population of 27,753, of which Ramsey represents 1,612 or <br />5.81% of the school district population. You will also note that they have provided, as a <br />representative display of use of their facilities, the summer youth 1990 baseball participation form. <br />Ramsey youth represented 5.8% of the total participation within that particular program. <br />Therefore, it is reasonable to suggest that a representative share of Ramsey residents are indeed <br />benefitting by programming held in Elk River. Based upon the exhibits provided and a fn'st year <br />projected budget, the school district as well as the other cities that have been meeting on this <br />subject, are suggesting an annual budget of approximately $60,000 and a per resident contribution <br />of $2.15 per year which would bring the proposed 1992 contribution rate for the City of Ramsey <br />to $3,466. It should be noted here that our contribution to School District #l 1 appears to be in the <br />neighborhood of $3.50 per resident within that school district; although at the same time, the level <br />of service received from the Anoka Hennepin School District may be somewhat greater than is <br />contemplated in the other school district proposal. At this time it appears that most, but not all, of <br />the District #728 area cities are interested in participating in the proposal. The exceptions appear to <br />be possibly Big Lake, Frankfurt Township and Orrock Township; with of course Ramsey not <br />having dealt with the issue as of yet. <br /> <br />Recommendation: <br /> <br />Review the proposed program and pass a recommendation on to the City Council. <br /> <br />RS/jmt <br /> <br /> <br />
