9'7 <br /> <br />On November 21, 1989, at a special meeting of the Ramsey Planning and Zoning Commission, the <br />Commission tabled the sketch plan for Rum River Bluff pending a recommendation from the City <br />Engineer regarding constructing Juniper Ridge Drive N.W. as a through street, reconfiguration of <br />the plat to at least connect with Oneida Street N.W. to the north, clarification of existing easements <br />to Outlot A of Stanhope River Hills Addition, a recommendation from the Ramsey Park and <br />Recreation Commission regarding park dedication requirements and providing for 200 feet of street <br />frontage at the park area. <br /> <br />On November 30, 1989, the developer changed the name of the proposed plat from Rum River <br />Bluff to River Bluffs. <br /> <br />On December 4, 1989, the Ramsey Planning and Zoning Commission approved the sketch plan for <br />River Bluffs P.U.D. and recommended that the developer proceed to preliminary plat stage with a <br />review by the Ramsey Park and Recreation Commission for park dedication requirements. <br /> <br />On December 11, 1989, the Ramsey Planning and Zoning Commission recommended that City <br />Council approve the preliminary plat for River Bluffs PUD contingent upon compliance with ali <br />items contained in the City Engineer's Review dated December 5, 1989 and an additional review <br />by the Planning and Zoning Commission prior to final plat approval. <br /> <br />On December 14, 1989, the Ramsey Park and Recreation Commission reviewed the plat for park <br />dedication requirements. Their decision was that the developer should be allowed to dedicate the <br />lowlands adjacent to the river as private open space in accordance with PUD requirements. With <br />respect to park dedication requirements, the developer should provide a t0-20 foot pedestrian <br />easement along the northern boundary of the plat in a east/west direction to the park outlot and the <br />balance of park dedication due would be satisfied with cash. <br /> <br />On December 19, 1989, the Ramsey City Council granted preliminary plat approval to River Bluffs <br />PUD. <br /> <br />On October 23, 1990, the Ramsey City Council granted the developer an extension to December <br />31, 1990 to fie for final plat approval of River Bluffs PUD. <br /> <br />On April 23, 1991, the Ramsey City Council granted the developer another extension to August <br />30, 1991 to file for final plat approval of River Bluffs PUD. <br /> <br />On May 7, 1991, at the request of the developers, the Planning and Zoning Commission conducted <br />a public hearing regarding proposed revisions to the preliminary plat. The Commission <br />recommended that City Council deny the request for a revision to the preliminary plat of River <br />Bluffs. Subsequent to that the developers withdrew their request for revised preliminary plat from <br />Council action and met with the City Engineer and defined two additional alternatives for a revised <br />plat for Rivers Bluff. <br /> <br />On July 16, 1991, two alternatives for a revised preliminary plat were reviewed by the Planning <br />and Zoning Commission and one of the exhibits was approved for proceeding to a public hearing. <br /> <br />On August 6, 1991, the Planning and Zoning Commission conducted a public hearing and <br />recommended City Council approval of the revised preliminary plat. <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I' <br />I <br />I <br />I <br /> <br />Ii <br /> <br /> <br />
