9'7 On November 21, 1989, at a special meeting of the Ramsey Planning and Zoning Commission, the Commission tabled the sketch plan for Rum River Bluff pending a recommendation from the City Engineer regarding constructing Juniper Ridge Drive N.W. as a through street, reconfiguration of the plat to at least connect with Oneida Street N.W. to the north, clarification of existing easements to Outlot A of Stanhope River Hills Addition, a recommendation from the Ramsey Park and Recreation Commission regarding park dedication requirements and providing for 200 feet of street frontage at the park area. On November 30, 1989, the developer changed the name of the proposed plat from Rum River Bluff to River Bluffs. On December 4, 1989, the Ramsey Planning and Zoning Commission approved the sketch plan for River Bluffs P.U.D. and recommended that the developer proceed to preliminary plat stage with a review by the Ramsey Park and Recreation Commission for park dedication requirements. On December 11, 1989, the Ramsey Planning and Zoning Commission recommended that City Council approve the preliminary plat for River Bluffs PUD contingent upon compliance with ali items contained in the City Engineer's Review dated December 5, 1989 and an additional review by the Planning and Zoning Commission prior to final plat approval. On December 14, 1989, the Ramsey Park and Recreation Commission reviewed the plat for park dedication requirements. Their decision was that the developer should be allowed to dedicate the lowlands adjacent to the river as private open space in accordance with PUD requirements. With respect to park dedication requirements, the developer should provide a t0-20 foot pedestrian easement along the northern boundary of the plat in a east/west direction to the park outlot and the balance of park dedication due would be satisfied with cash. On December 19, 1989, the Ramsey City Council granted preliminary plat approval to River Bluffs PUD. On October 23, 1990, the Ramsey City Council granted the developer an extension to December 31, 1990 to fie for final plat approval of River Bluffs PUD. On April 23, 1991, the Ramsey City Council granted the developer another extension to August 30, 1991 to file for final plat approval of River Bluffs PUD. On May 7, 1991, at the request of the developers, the Planning and Zoning Commission conducted a public hearing regarding proposed revisions to the preliminary plat. The Commission recommended that City Council deny the request for a revision to the preliminary plat of River Bluffs. Subsequent to that the developers withdrew their request for revised preliminary plat from Council action and met with the City Engineer and defined two additional alternatives for a revised plat for Rivers Bluff. On July 16, 1991, two alternatives for a revised preliminary plat were reviewed by the Planning and Zoning Commission and one of the exhibits was approved for proceeding to a public hearing. On August 6, 1991, the Planning and Zoning Commission conducted a public hearing and recommended City Council approval of the revised preliminary plat. I I I I I I I I I I I I I I I' I I I Ii
