Mr. Wellman stated his current location was not large enough. He explained the proposed <br />location was a concrete shell, which would assist in suppressing sound, and the size of the <br />building would allow for a 75 feet indoor range. <br />Commissioner Field questioned if the applicant was aware of the required ventilation system. <br />Mr. Wellman indicated he was aware of the ventilation and exhaust requirements. This was part <br />of how the range would be constructed. <br />Commissioner Field inquired if the range would offer memberships. <br />Mr. Wellman stated most ranges offer memberships, but he anticipated that drop in visits would <br />also be allowed. He explained that ID's would be checked and forms would be filled out for <br />liability purposes. <br />Commissioner Field recommended adequate protection and safety measures be offered by the <br />indoor range given the close proximity to a daycare facility. He then asked what the hours of <br />operation would be for the shooting range. <br />City Planner Anderson stated specific hours of operation were not spelled out in the Ordinance. <br />This would be determined through negotiations between the City and applicant. <br />Commissioner Field asked if conceal and carry patrons would be in violation of City Code when <br />visiting the indoor range. <br />Police Chief Way commented conceal and carry individuals would be allowed to carry loaded <br />weapons onto the property. <br />Commissioner VanScoy questioned if any customer guns would be stored overnight on the <br />premises. He inquired how weapons would be stored on site. He wanted to ensure the guns were <br />secure in the overnight hours in the case of a burglary. <br />Mr. Wellman commented the only guns that would be stored overnight on the premises would be <br />the guns he has for sale or consignment, and were properly registered with the FFL. He reported <br />how guns dropped off for gun smithing were recorded in his books. He explained that all <br />weapons would be stored in locked cases with trigger locks. He stated he could create a vault- <br />like area for overnight storage, if this was recommended by the City. <br />City Planner Anderson recommended the overnight storage of guns be discussed further with the <br />conditional use permit request. <br />Development Services Manager suggested an amendment to the Ordinance requiring that all <br />weapons be secured as per the direction of the Police Chief with a specific condition added to the <br />conditional use permit. <br />Planning Commission /January 9, 2014 <br />Page 4 of 12 <br />
