Commissioner Brauer asked if the applicant had any concerns with the Ordinance language. <br />Mr. Wellman supported the proposed Ordinance and the conditional use permitting process. <br />Commissioner Nosan appreciated the knowledge and expertise that Mr. Wellman had in his field. <br />However, it was her opinion that the indoor range would be a better fit in the B -2 zoning district. <br />She questioned if the indoor shooting would be heard by the adjacent property owners. <br />Mr. Wellman stated the exterior of the building would have a decibel level of 65, as was allowed <br />by State Statute, from the indoor shooting range. <br />City Planner Anderson indicated he conducted non - Minnesota Pollution Control Agency <br />(MPCA) certified decibel readings at the indoor shooting range in Anoka just for a point of <br />reference and his findings at 10 to 15 feet from the building were 64 -65 decibels. When he <br />stepped back 20 to 25 feet from the building the decibel level was reduced to 59 -60 decibels. <br />These levels were allowable as outlined in State Statute and the Minnesota Pollution Control <br />Agency. <br />Police Chief Way discussed the construction of the Anoka shooting range stating it was older <br />construction and the new range would have more sound proofing measures. <br />Commissioner Nosan asked if the building would have bars on the windows. <br />Mr. Fisher stated the windows would be barred from the inside for safety purposes. <br />Commissioner Nosan did not want this building to be construed as dangerous. <br />City Planner Anderson reported that Mr. Wellman has been successfully operating a gun sales <br />business in the City for the past three years. There has been no theft at his current location. <br />Motion by Commissioner Bauer, seconded by Commissioner VanScoy, to close the public <br />hearing. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Bauer, VanScoy, Brauer, <br />Field, Maul, and Nosan. Voting No: None. Absent: None. <br />Chairperson Levine closed the public hearing closed at 8:06 p.m. <br />Commission Business <br />Commissioner Brauer addressed the National Rifle Association (NRA) regulations.
